Harpal Singh Cheema has proposed an allocation of INR 11,577 crore for the departments of home affairs, justice and jails in the 2026-27 budget of Punjab, emphasising stronger law enforcement and technology-driven security systems. Presenting the budget in the state assembly in Chandigarh, Cheema said the allocation reflects the government's focus on improving internal security, strengthening institutional capacity and enhancing surveillance capabilities. The plan includes expanded CCTV monitoring in border districts, improvements to emergency response services such as Dial-112 and further investments in prison security infrastructure. The initiatives aim to enhance public safety, curb narcotics smuggling and strengthen the state's ability to respond to security threats along the international border with Pakistan.
Harpal Singh Cheema on Sunday proposed an allocation of INR 11,577 crore for the departments of home affairs, justice and jails in the 2026-27 budget of Punjab, highlighting the government's focus on strengthening law enforcement and public safety.
Presenting the budget in the legislative assembly in Chandigarh, Cheema said the allocation reflects the government's commitment to building stronger institutional capacity, improving technological capabilities and enhancing operational readiness across the state's security framework.
He emphasised that internal security forms the foundation for development and governance, noting that the government has shifted towards a structured, intelligence-led policing model aimed at dismantling organised criminal networks rather than simply responding to incidents.
Punjab shares a 553-kilometre international border with Pakistan, which Cheema said requires constant monitoring and vigilance. As part of strengthening border surveillance, the state has installed 2,367 CCTV cameras at 636 strategic locations across border districts. Of these, 1,719 cameras are already operational, with monitoring being conducted through control rooms at local police stations to curb narcotics smuggling and other illegal activities.
The finance minister also highlighted the role of the Emergency Response Support System (Dial-112), which has become a key citizen support platform. Since its launch, the system has handled over 2.62 crore emergency calls, demonstrating its wide usage by residents across the state.
Another major initiative supporting public safety is the Sadak Surakhya Force, which was established to improve road safety and deliver faster emergency assistance on highways. According to Cheema, the initiative has reduced response times to six to seven minutes on designated highway stretches, contributing to improved road safety and a decline in accident-related fatalities.
To further strengthen emergency response services, the state government is planning to purchase 508 four-wheelers during the current year to enhance the operational capacity of the Dial-112 system.
The government is also focusing on modernising prison infrastructure. Advanced V-Kavach 2.0 jammer systems are being installed in major and sensitive jails to prevent unauthorised communication, while AI-based CCTV surveillance systems are being expanded to improve internal monitoring and security.
Cheema said an additional INR 535 crore has been proposed in the 2026-27 financial year specifically for initiatives related to prison security modernisation, infrastructure upgrades and capacity enhancement.
