The Uttar Pradesh government has introduced a revised One-Time Settlement scheme to address long-standing pending dues and unresolved housing allotment cases across residential and commercial categories. The decision follows a review of legacy cases that have remained unresolved for several years, affecting both allottees and state housing authorities.


The scheme has been designed to help clear outstanding payments related to housing and commercial plots allotted by various state development bodies. Officials have noted that delays in settlements have slowed project execution and caused financial strain for genuine allottees who have been unable to close their accounts due to accumulated penalties and interest.

During a recent review, the state leadership underlined that many such cases were linked to earlier allotments where payments could not be completed on time. A significant portion of these delays were attributed to the COVID-19 period, when earlier settlement schemes introduced by the government saw limited participation due to financial disruptions faced by individuals and businesses.

Under the revised OTS framework, allottees will be given an opportunity to settle dues through structured options, including rebates for lump-sum payments and flexibility through instalment-based settlements. The government has directed housing and urban planning authorities to ensure that the process remains transparent and time-bound to avoid further delays.

The scheme also places emphasis on wider outreach and accessibility. Authorities have been instructed to ensure proper communication so that eligible allottees are informed and can apply without procedural hurdles. An online process is expected to play a key role in ensuring ease of access and reducing manual delays.

The revised settlement plan builds on earlier OTS initiatives, including the one introduced in 2020, which resolved several cases but left many pending due to incomplete payments. By refining the structure and offering clearer incentives, the government aims to close these legacy cases while stabilising the financial position of housing authorities.
