The proposals came from JSW and Raymonds, both with experience in helicopter operations. The helipad will support medium-class helicopters for emergency medical evacuations, coastal surveillance, and VIP movement. The revenue-sharing PPP model requires the selected firm to pay BMC a fixed monthly sum of INR 1 lakh and a share of operational revenue, while also enhancing the site's aesthetics and ensuring aviation compliance.
The Brihanmumbai Municipal Corporation (BMC) has received just two bids for the development of a helipad at the Worli jetty along the coastal road under a public-private partnership model. Sources indicated that the bids were submitted by JSW and Raymonds, both companies with prior experience in helicopter operations. The helipad is designed for medium-class helicopters and is expected to serve emergency medical evacuations, coastal surveillance, and VIP transport. Officials also anticipate that operators currently using city helipads, including the Racecourse facility, may use the Worli jetty for their operations.
The PPP model for this project is based on revenue sharing with BMC. The selected developer will pay a fixed monthly amount of INR 1 lakh along with a percentage of revenue earned from helicopter take-offs and landings. The firm will also manage operational revenue and coordinate with helicopter operators. Civic sources stated that these terms aim to make the project viable while providing the city with a steady income.
Beyond operational responsibilities, the partner is expected to improve the visual appeal of the Worli jetty area. This includes integrating aesthetic features that enhance public views and align with the coastal road infrastructure. Detailed architectural and engineering plans for the helipad and its facilities must also be prepared. Compliance with statutory aviation requirements, including guidelines from the Directorate General of Civil Aviation and standards set by the International Civil Aviation Organization, is mandatory.
Preparatory work for the project began with the appointment of consultants to prepare tender documents and technical assessments, including structural studies of the jetty. Experts had earlier noted the helipad's potential utility for emergency response, surveillance, and private aerial transport. Officials emphasized that private operators currently flying from other city helipads are expected to make use of the facility, indicating potential demand. The revenue-sharing model and operational guidelines are intended to ensure the project benefits both BMC and the partner company.
