The Department of Telecommunications has written to Noida International Airport, asking it to take necessary steps to enable the installation of telecom infrastructure by private operators, citing provisions under the Telecom Act and related Right of Way rules. The department stated that the airport qualifies as a public entity and is therefore required to process Right of Way applications in a non-discriminatory, fair and transparent manner within prescribed timelines. The communication outlines the statutory framework governing telecom network deployment on public premises. In response, Noida International Airport has stated that common-use telecom infrastructure is already available to all licensed service providers on equal terms and confirmed that BSNL has deployed its network at the airport. The airport authority said it remains focused on delivering future-ready digital connectivity, including 5G services.
The Department of Telecommunications has written to Noida International Airport, requesting that it take necessary measures to facilitate the installation of telecom infrastructure by private telecom service providers, earlier this week. In its communication, the department cited provisions of the Telecom Act and related rules, stating that the airport qualifies as a public entity under the applicable legal framework.
In the letter, the Department of Telecommunications explained that the Telecom Act, read together with the Telecom (Right of Way) Rules, provides a statutory mechanism for granting Right of Way permissions to facility providers, including licensed telecom operators. These provisions apply to the establishment, operation and maintenance of telecom networks on public premises.
The department stated that the framework mandates the processing of Right of Way applications in a non-discriminatory, fair and transparent manner, and within timelines specified under the rules. It requested the airport authority to ensure compliance with the provisions of the Telecom Act, 2023 and the Telecom (Right of Way) Rules, 2024, while examining applications for the grant of Right of Way permissions within the airport premises. The department also asked the airport to take appropriate steps to facilitate the establishment of telecom infrastructure in line with the statutory requirements.
In telecom terminology, Right of Way refers to the rights and conditions governing the deployment and operation of telecom infrastructure by service providers on public and private properties. The DoT's communication highlighted that such permissions are essential for ensuring seamless network deployment and reliable connectivity.
Responding to queries, Noida International Airport stated that it is committed to providing reliable, seamless and future-ready digital connectivity for passengers and stakeholders across the airport campus. The airport authority said that common-use telecom infrastructure is available to all telecom service providers on a non-discriminatory basis and that it welcomes all licensed operators to deploy their services at the airport.
The airport further stated that Bharat Sanchar Nigam Limited has already deployed its network using the common-use infrastructure, and that cellular services are currently available across the airport premises. It added that its priority remains the delivery of state-of-the-art connectivity, including 5G services, throughout the airport campus.
According to the airport authority, it continues to remain in regular contact and correspondence with the Department of Telecommunications and telecom service providers to support the rollout and expansion of digital connectivity infrastructure at Noida International Airport.
