The Ministry of Road Transport and Highways has introduced a new rule linking unpaid tolls and user fees on national highways to vehicle no-objection certificates (NOCs) for key services such as renewal of registration and insurance, ownership transfer and fitness certification. Under the revised Central Motor Vehicles Rules, vehicles with recorded but unpaid highway user fees will face denial of NOCs, a measure aimed at reducing toll evasion ahead of the nationwide rollout of a Multi-Lane Free Flow (MLFF) barrierless tolling system. The provision comes barely a month before MLFF implementation on selected stretches of the National Highway network, where physical toll barriers will be removed and tolls collected electronically. Officials have said a portal will be launched to allow motorists to raise disputes and settle unpaid charges before NOC actions are taken, reflecting an effort to balance enforcement with due process.
_The Ministry of Road Transport and Highways has notified that vehicles with unpaid tolls or user fees on national highways will be ineligible to obtain no-objection certificates (NOCs) for a range of vehicle-related services, in a tightening of compliance rules as India prepares to expand barrierless tolling across key stretches of its highway network.
Under the revised provisions in the Central Motor Vehicles Rules, an "unpaid user fee" — defined as a toll or fee recorded by electronic toll collection systems without receipt of the applicable payment — may lead to denial of NOCs for routine services including renewal of registration and insurance, transfer of ownership and issuance of fitness certificates. The move aims to deter toll evasion ahead of the rollout of Multi-Lane Free Flow (MLFF) or barrierless tolling systems.
The regulation comes shortly before the scheduled introduction of MLFF on around half a dozen National Highway stretches, where traditional toll barriers will be replaced by hybrid electronic collection systems such as FASTag and Automatic Number Plate Recognition to enable seamless travel without stopping at toll plazas. These changes are intended to improve digital toll collection and reduce traffic congestion at fee plazas.
Work on MLFF implementation is underway on several routes, including sections of the Delhi-Jaipur highway, the Surat-Vadodara stretch of NH-48 and the Delhi-Chandigarh highway, reflecting the government's broader push to modernise toll operations.
Officials have indicated that the Ministry will soon launch an online portal where motorists can raise disputes and seek resolution of unpaid toll charges before any action is taken to block NOC issuance. They said this mechanism will provide affected vehicle owners with an opportunity to settle their accounts before enforcement measures are applied, balancing compliance with fairness.
The linkage of unpaid tolls to vehicle NOCs is part of preparations to ensure revenue protection and compliance incentives as barrierless tolling — which eliminates traditional toll booths and relies on automated electronic systems — is expanded across national highways.
