The Karnataka government has temporarily suspended public access to Nirman 2.0, the state's digital system for building plan approvals, following a major software glitch and cybersecurity concerns. Urban Local Bodies (ULBs) will manually process applications for building plan approvals, licenses, and construction permits over the next two to three weeks while internal and external audits are conducted. Engineers and industry professionals have highlighted potential delays in new project starts, emphasizing the need for efficient approvals. Authorities are working to restore the system while ensuring data security.
The Karnataka State Data Centre (KSDC) has halted public access to Nirman 2.0, the online platform used for building plan approvals, licenses, and construction permits, after a significant software glitch raised cybersecurity concerns. The disruption affects automated issuance of approvals across all Urban Local Bodies (ULBs) in the state.
The Urban Development Authorities (UDAs) and the Department of Town and Country Planning (DTCP) issued a circular noting that while Nirman 2.0 is widely used, the issues require a complete internal and external audit. Officials estimate the system will take two to three weeks to be fully restored. During this period, access to the online system remains suspended to protect user data and maintain cybersecurity standards.
To prevent delays in construction work, authorities have instructed ULBs to accept and process applications manually. DTCP Director NK Thippeswamy acknowledged the inconvenience caused to stakeholders and confirmed that all applications received offline will be processed until the software is fully functional.
Industry experts have highlighted the impact of such delays. Civil engineer Sridhar R noted that building plan approvals are mandatory before construction can begin, and any pause in approvals could delay project timelines. He stressed that expedited processing after software restoration would help projects start without further hold-ups. Another government-recognized engineer, Prasanna BC, suggested that reverting temporarily to manual approvals is essential until Nirman 2.0 is fully operational again.
The incident underlines the importance of resilient digital infrastructure in the real estate sector. Nirman 2.0 was introduced to streamline approvals and reduce administrative delays, but its suspension reflects recurring challenges with digital systems in Karnataka. Previous tech-related interruptions, such as delays in e-Khata issuance, had similarly affected property registrations and approvals, drawing criticism from builders and property owners.
Authorities have requested public cooperation during this period and are working to ensure that all pending applications are processed efficiently. The audits are expected to identify and fix the technical and cybersecurity issues, after which Nirman 2.0 will resume normal operations.
