Mumbai's Metro 3 project, set to open its first phase from Aarey Colony to Bandra Kurla Complex (BKC) by September 2024, faces delays due to a contractor falling behind schedule. The Mumbai Metro Rail Corporation (MMRC) identified a joint venture led by J Kumar Infra as responsible for the incomplete work at six stations. Despite progress in other areas, 5% of station work remains unfinished, leading to a penalty of INR 2 crore for negligence during the monsoon. The state government remains optimistic about meeting the revised deadline, with the project currently 98% complete.
Mumbai's awaited Metro 3 project faces a potential delay in opening its first phase, between Aarey Colony and Bandra Kurla Complex (BKC). While the state government maintains an optimistic target of September 2024, concerns are mounting due to a contractor falling behind schedule.
The Mumbai Metro Rail Corporation (MMRC) has identified a joint venture led by J Kumar Infra as responsible for the delay in completing six stations on Phase 1. These stations include T2, T1, Sahar Road, Santacruz, Vidyanagri, and BKC. Despite significant progress on other aspects of the project, including depot construction and receiving a fitness certificate from the Research Design and Standards Organisation (RDSO), the J Kumar JV has not completed the remaining 5% of work on station entry/exit points and finishes. Furthermore, a lack of proper precautions during recent monsoon rains led to water ingress into some stations, potentially damaging assets. MMRC has responded by imposing a penalty of INR 2 crore on the contractor for these shortcomings.
The MMRC has taken a tough stance against the delays and potential damage caused by the contractor's negligence. A penalty notice highlights concerns about the lack of proper monsoon preparedness and staffing for dewatering during rains. The notice warns that further action, including a police complaint, may be considered.
Despite these challenges, the state government remains committed to opening Phase 1 by September 2024. Officials maintain that the project is nearly 98% complete and express confidence in meeting the revised deadline. However, concerns linger about the impact of the delays and the potential need for further adjustments to the timeline.
The completion of Metro 3 is a significant infrastructure project for Mumbai. It will provide a much-needed mass rapid transit system, easing traffic congestion and connecting key areas of the city. The project was originally planned to open in two phases: Aarey-BKC in December 2023 and BKC-Cuffe Parade in July 2024. In February 2024, MMRC set a new target to open Phase 1 in May, extend services up to Worli by July, and complete the entire stretch to Cuffe Parade by September 2024. While there may be hiccups along the way, the project's overall progress and the government's commitment are positive signs for Mumbai's commuters.
