The Bruhat Bengaluru Mahanagara Palike (BBMP) is on the cusp of a transformative digital initiative, aiming to convert its entire repository of hand-written property registers into a digital format by March 2024. This ambitious undertaking targets 5,100 hand-written registers predominantly sourced from the Revenue Department. It seeks to enhance readability and ensure prolonged preservation compared to the traditional hand-written documents, which are prone to wear and illegibility over time.

In a departure from the initial inclination towards internal digitization, BBMP has opted to delegate this task to an external service provider. BBMP has issued a request for proposals, inviting bids for the scanning and digitization of these property records, encompassing both A and B registers that house tax records within the 5,100 hand-written registers.

Bidders are mandated to meticulously scan and digitize documents at a resolution of 6,000 dots per inch (DPI). The Palike envisions the completion of this digitization endeavour by March 2024, subject to scrutiny by an official from the BBMP Revenue Department to guarantee precision. A BBMP official said that the Special Commissioner of Revenue will determine the specific methodologies for scanning and digitization. Additionally, if future data accumulation or porting becomes necessary, the designated service providers will be onboarded again for that task.

As part of the Nanna Swathu initiative, BBMP officials are actively engaged in a door-to-door outreach program aimed at digitizing property records. This initiative serves a dual purpose, aiming to verify properties that may be evading BBMP taxes and identify instances of building violations. In support of these efforts, BBMP officials are urging citizens to proactively furnish property tax receipts and BESCOM bills. This initiative is meant to fortify tax revenue for BBMP.

The advantages of digitizing land records are manifold, including a reduction in the scope for corruption, manipulation, and unauthorized alterations. Both citizens and government officials stand to benefit from the enhanced ability to verify and cross-reference records, thereby fostering transparency and accountability in the realm of land transactions.

BBMP officials are confident that this initiative will not merely result in increased revenue but will also result in the establishment of a comprehensive database covering all properties within the city. This along with the other advantages of digitization stands to benefit BBMP in the long run with sustainable tax revenue.
