The Brihanmumbai Municipal Corporation (BMC) is set to reissue its tender for a city-wide smart parking system after the earlier bidding process failed to attract suitable participants. Revised conditions include the removal of property tax liabilities for operators of public parking facilities and changes to financial eligibility norms. The PPP-based project aims to introduce an integrated digital parking network across Mumbai, incorporating real-time occupancy tracking, online reservations, sensors, video analytics and automated access systems to improve parking management.

The Brihanmumbai Municipal Corporation (BMC) will shortly reissue a tender for the commissioning, operation and maintenance of a smart parking system across Mumbai after the earlier bidding process failed to secure an adequate response from qualified agencies. The project, proposed under a Public-Private Partnership (PPP) model, is intended to modernise the management of on-street and off-street parking facilities through an integrated technology platform.
The civic administration cancelled the previous tender after receiving an insufficient response despite extending submission deadlines several times. Officials stated that the revised tender would incorporate modified financial and technical conditions aimed at attracting firms with greater expertise in delivering large-scale smart parking solutions.
Among the key changes, BMC has decided to remove a requirement that operators pay property tax on off-street public parking lots. The civic body is also revising the financial eligibility criteria and exploring opportunities for ancillary revenue generation within the project framework. According to officials, these modifications are intended to improve the viability of the proposal and encourage wider participation from prospective bidders.
The proposed system is designed to provide motorists with real-time information on parking availability across the city. Users would be able to reserve parking spaces in advance or while travelling through a web-based platform or mobile application. The project seeks to create a unified parking management network capable of monitoring vehicle movement and parking occupancy at designated locations.
BMC Additional Commissioner (Projects) Abhijit Bangar indicated that the revised tender would focus on agencies capable of providing integrated solutions that combine physical infrastructure with advanced software systems. Civic officials said the earlier bidders did not meet the administration’s expectations regarding experience and operational capability required for the project.
The smart parking system is expected to deploy cameras equipped with video analytics, magnetic sensors and automatic boom barriers to track vehicle entry and exit in real time. Information on available parking slots would be disseminated through multiple digital channels, enabling motorists to identify vacant spaces before reaching their destination. The system would also provide details of applicable parking charges before a trip is undertaken.
BMC first invited requests for proposals for the integrated project in March last year. Prior to that, the civic body had floated separate tenders for software and hardware components. Following a poor response to the hardware procurement process, the administration decided to merge both components into a single contract. The forthcoming tender represents the latest attempt to implement a city-wide digital parking management system intended to improve parking efficiency and support traffic management across Mumbai.
