Maharashtra releases long-term tourism development roadmap focusing on MMR, pilgrimage and coastal circuits

The Maharashtra government has released a long-term tourism development strategy under its “Viksit Maharashtra 2047” roadmap, outlining plans to attract INR 1 lakh crore in private investment and create approximately 18 lakh direct and indirect jobs through tourism-linked infrastructure and destination development projects across the state.


The strategy forms part of the state government’s broader economic roadmap aligned with the national “Viksit Bharat 2047” vision. According to the document prepared by the Department of Tourism, Maharashtra aims to build a diversified tourism ecosystem through investments in hospitality infrastructure, transport connectivity, cultural destinations, cruise tourism and integrated tourism hubs.

The state government stated that the tourism strategy would be implemented in three phases between 2025 and 2047, with projects linked to infrastructure expansion, destination development, digital tourism systems and private sector participation through public-private partnership models.

Under the short-term roadmap covering 2025 to 2029, the state plans to develop a tourism land bank and expand PPP-based projects in sectors including resorts, wellness centres, ropeways, rural tourism, eco-parks and cruise tourism. The government indicated that at least 50 PPP proposals are expected to be promoted within three years. The plan also includes development of two MICE centres and tourism infrastructure upgrades across identified destinations.

The document identified thematic tourism categories including spiritual tourism, heritage tourism, eco-tourism, rural tourism and adventure tourism as priority areas for investment. The state also proposed development of tourism villages, homestay clusters and Blue Flag beach infrastructure at selected coastal locations.

As part of the medium-term roadmap extending to 2035, the government has proposed multiple tourism-linked infrastructure projects within the Mumbai Metropolitan Region under the MMR Growth Hub initiative being developed with NITI Aayog support. These include island tourism projects, integrated tourism hubs, cruise tourism infrastructure, waterfront developments, marinas and convention facilities.

The projects identified under the MMR tourism pipeline include development of Nhava Island as an eco-tourism destination, an integrated tourism hub in Gorai spread across 130 acres, redevelopment of Kharghar Central Park, a marina in Belapur and a floating hotel near the National Centre for the Performing Arts in Mumbai. The roadmap also proposes world-class aquarium developments, mangrove tourism facilities, beach entertainment zones and heritage restoration projects.

The state government stated that the tourism strategy also includes plans to position Mumbai and Pune among the top global MICE destinations while promoting the Konkan coast through luxury beach hubs and coastal tourism projects. The roadmap additionally proposes development of pilgrimage circuits including the Nasik-Shirdi-Aurangabad corridor and expansion of tourism infrastructure around heritage forts and wildlife destinations such as Tadoba.

According to the document, Maharashtra aims to increase tourist footfall to 310 million by 2047 while expanding average visitor stay duration and tourism spending through infrastructure-led destination development and digital tourism initiatives.
