Mumbai Water Metro project to add 45 terminals across MMR under Maharashtra’s sustainable transport push

Synopsis

The Maharashtra government has moved ahead with the Mumbai Water Metro project aimed at reducing congestion across Mumbai and the wider metropolitan region through an expanded urban water transport network. The Maharashtra Maritime Board has signed an MoU with Norway-based maritime technology firm Hyke AS to support vessel deployment and explore shipbuilding opportunities in the state. The project’s detailed plan includes upgrading 24 existing terminals and developing 21 new terminals across multiple coastal and creek routes within the Mumbai Metropolitan Region.

The Maharashtra government has advanced plans for the Mumbai Water Metro project, positioning it as a long-term sustainable mobility initiative designed to reduce pressure on the city’s overcrowded road and rail infrastructure.


Earlier this week, the Maharashtra Maritime Board signed a memorandum of understanding with Norway-based maritime technology company Hyke AS for the implementation of the project. The agreement focuses on supplying technologically advanced vessels for urban water transport while also exploring opportunities to establish shipbuilding facilities in Maharashtra.

Speaking after the signing ceremony, Maharashtra Chief Minister Devendra Fadnavis said the project would usher in a new phase of modern and environmentally sustainable water transport in India.

He stated that the state government has been working on sustainable water transport infrastructure for nearly a decade and has prepared a broader mobility plan for Mumbai and the Mumbai Metropolitan Region (MMR). According to him, better utilisation of waterways in a densely populated metropolitan region such as Mumbai would help ease mounting traffic congestion while creating a cleaner transport alternative.

The project aims to use Mumbai’s coastal stretches and creek networks more effectively to improve urban connectivity. The government also expects demand for organised water-based public transport to increase significantly in the coming years.

According to the official project framework, the detailed project report for the Mumbai Water Metro has been prepared through Kochi Metro Rail Ltd. The plan proposes the upgradation of 24 terminals across 21 existing water transport routes, alongside the construction of 21 additional terminals on 10 new routes within the MMR.

Maharashtra Fisheries and Ports Minister Nitesh Rane said the collaboration with Hyke represents a major step towards strengthening the state’s maritime ecosystem. He indicated that the partnership could support wider development in areas such as port infrastructure, shipbuilding and maritime skill development.

Hyke AS, which specialises in manufacturing modern vessels for urban water mobility systems, has also expressed interest in setting up shipbuilding operations in Maharashtra as part of its long-term engagement with the project.

The state government believes the Mumbai Water Metro model could eventually serve as a template for other Indian cities seeking sustainable urban transport alternatives.
