The issue surfaced during recent discussions within BMC’s improvements committee, where proposals linked to SevenHills Hospital, privatisation of blood bank operations and certain land-use modifications were reviewed before being referred back to the civic administration. According to multiple media reports, opposition leaders argued that the civic body should not transfer or lease valuable public healthcare assets to private entities without adequate transparency and accountability mechanisms.

SevenHills Hospital, located in Marol, Andheri East, was originally developed under a PPP model between BMC and a private operator. The hospital later became significant during the Covid-19 pandemic after portions of the facility were utilised for treatment and emergency healthcare services in Mumbai. However, the project subsequently faced financial and operational difficulties, with insolvency proceedings initiated against the earlier private operator.

Recent proposals involved plans to revive hospital operations through participation of a new private entity following approval processes linked to insolvency-related proceedings. Opposition representatives questioned the manner in which the proposals were advanced, arguing that public land and civic healthcare infrastructure should remain under direct public control rather than being transferred to private operators.

Political representatives also raised concerns regarding proposals involving privatisation of blood bank services and modifications linked to recreation ground reservations and land-use planning matters connected to civic assets. According to reports, several opposition leaders demanded cancellation of the proposals, stating that public amenities and healthcare infrastructure should continue operating within a fully public framework.

The matter gained further political attention after senior state leaders intervened and the proposals were referred back to the administration for reconsideration. Civic officials indicated that the committee had sought additional scrutiny of procedural and administrative aspects before further decisions were taken on the proposed arrangements.

According to civic records and earlier policy discussions, BMC has been exploring different operational models for reviving underutilised healthcare infrastructure and improving hospital management efficiency across certain facilities. However, the SevenHills proposal has triggered broader debate regarding privatisation of public healthcare assets, land utilisation and governance oversight within Mumbai’s municipal administration.

The future course of the SevenHills Hospital revival proposal is expected to depend on further administrative review, committee-level deliberations and decisions taken by the civic body and the Maharashtra government regarding the proposed PPP structure.
