MCGM issues tender for comprehensive maintenance and conservation of heritage monuments in Mumbai Fort precinct

Synopsis

MCGM has floated a tender for appointment of a triennial contractor to undertake conservation, cleaning, security and operational maintenance of monuments and heritage structures across Mumbai’s Fort Heritage Precinct. The scope covers restoration of fountains, statues, pyaavs, landscaping, electrical systems and round-the-clock security arrangements for key heritage assets including Flora Fountain and Fitzgerald Fountain. The civic body has also laid down detailed financial, technical and contractual conditions related to deposits, performance guarantees, maintenance obligations and defect liability responsibilities for contractors participating in the project.

The Municipal Corporation of Greater Mumbai (MCGM) has invited bids for appointment of a triennial maintenance contractor for conservation, restoration and upkeep of monuments, fountains and heritage structures located within the Fort Heritage Precinct in south Mumbai.


According to the tender document, the project involves comprehensive maintenance and preservation works for several identified heritage assets including Flora Fountain, Fitzgerald Fountain, Bandstand monuments, Kothari Pyaav, bronze statues and marble statues situated across the precinct. The contract forms part of MCGM’s ongoing heritage conservation and civic maintenance programme for historically significant public structures within Mumbai’s heritage districts.

The scope of work includes day-to-day cleaning, sweeping, scrubbing and washing of monument surfaces, flooring and surrounding areas. Contractors will also be responsible for operation and maintenance of pumps, fountains, electrical systems, lighting infrastructure and associated mechanical equipment installed at the heritage sites. The tender additionally includes gardening and landscaping responsibilities, maintenance of lawns and regular upkeep of open public areas adjoining the monuments.

MCGM has prescribed specialised conservation measures as part of the maintenance framework. These include algae removal treatment, PU coating, polishing of heritage surfaces, periodic steam cleaning and restoration-related works aimed at preserving structural and visual integrity of heritage assets. The contractor will also be required to undertake repairs and maintenance of grills, pipelines, fountain systems and associated stone or metal heritage elements wherever necessary.

For major structures such as Flora Fountain and Fitzgerald Fountain, the contractor will additionally be responsible for deploying round-the-clock security personnel and maintaining foldable weather protection arrangements. Similar security and operational provisions have also been prescribed for Kothari Pyaav and other identified public heritage structures.

The tender document outlines several contractual and financial conditions for participating bidders. Bids submitted under the process will remain valid for 180 days from the date of submission. Successful bidders will be required to furnish a contract deposit equivalent to 2% of the contract value along with retention money amounting to 5% of the contract sum, recoverable from running bills during execution of the work.

MCGM has further specified conditions related to performance bank guarantees, defect liability obligations, refund procedures, legal documentation and stamp duty requirements applicable under the contract. Contractors will also be required to maintain validity of submitted bank guarantees through the defect liability period and until final settlement of bills.
