Government reviews digital and governance reforms to speed up maritime sector development

Synopsis

The Ministry of Ports, Shipping and Waterways has outlined a reform-focused roadmap to improve governance, digital systems and operational efficiency across India’s maritime sector. During a review meeting chaired by Union Minister Sarbananda Sonowal in the past week, officials discussed measures to strengthen grievance redressal, improve ease of doing business and accelerate pending legal and administrative matters. The ministry also decided to develop an integrated digital platform and mobile application under the Directorate General of Shipping to streamline maritime services, digital documentation and stakeholder communication. The discussions also focused on the use of artificial intelligence and data-driven systems for improving transparency and policy implementation.

The Ministry of Ports, Shipping and Waterways held a high-level review meeting in the past week to discuss a reform-led roadmap aimed at accelerating the growth and modernisation of India’s maritime sector.


Union Shipping Minister Sarbananda Sonowal chaired the meeting with senior ministry officials, where discussions focused on improving governance systems, easing business processes, strengthening digital integration and ensuring faster implementation of key maritime initiatives through a structured monitoring mechanism.

According to an official statement, the minister directed officials to create a time-bound and accountable system for quicker disposal of grievances, pending legal matters, court cases and ministry-related administrative issues. A dedicated monitoring and coordination committee is expected to be formed to conduct regular reviews, improve accountability and ensure faster resolution of pending matters across departments.

The ministry also stressed the need for stronger citizen-focused governance. During the meeting, Sonowal said grievance redressal systems should move beyond procedural handling and focus on resolving issues at the ground level. Departments were instructed to improve monitoring frameworks and maintain proper follow-up on public complaints and stakeholder concerns.

As part of its digital governance push, the ministry decided to develop an integrated digital platform and mobile application under the Directorate General of Shipping. The proposed system will offer real-time service delivery, digital documentation, grievance handling and integrated maritime services through a unified digital infrastructure.

Officials also discussed the wider use of artificial intelligence, digital tools and data-driven governance models to improve transparency, operational efficiency and service delivery in the maritime sector. The minister instructed departments to accelerate technology adoption and strengthen institutional data-sharing systems for better monitoring and policy execution.

The government has been increasingly focusing on maritime infrastructure and port-led development under larger national logistics and trade initiatives in recent years. The ministry has also been working on digitisation measures across ports and shipping operations to improve cargo handling efficiency, reduce procedural delays and support ease of doing business in the sector.
