The Brihanmumbai Municipal Corporation (BMC) is preparing a revised trenching policy amid rising road excavation works linked to utility infrastructure projects and piped natural gas expansion across Mumbai. The civic body has sought higher allocations for trench-refilling and restoration works as existing provisions have been substantially utilised. Under the proposed framework, utility agencies may be required to directly undertake road restoration after excavation activities. BMC officials stated that the policy aims to reduce repeated road digging, improve restoration quality and ensure quicker reinstatement of roads across the city.
The Brihanmumbai Municipal Corporation is preparing a revised trenching policy amid increasing road excavation works linked to utility infrastructure projects and piped natural gas expansion across Mumbai.
According to civic officials, the BMC has sought higher allocations for trench-refilling and restoration works following a rise in excavation activity across multiple parts of the city. The proposal is expected to be placed before the Standing Committee for approval.
The increase in excavation work has been attributed largely to the accelerated rollout of piped natural gas (PNG) infrastructure in Mumbai. Officials stated that the Union Ministry of Petroleum and Natural Gas had directed authorities to expedite PNG connectivity projects following supply-related concerns linked to geopolitical tensions in West Asia.
To facilitate faster execution, the civic body had earlier permitted quicker trenching approvals for utility agencies, including Mahanagar Gas Limited, resulting in a rise in excavation works across several city roads.
Civic officials stated that a substantial portion of the earlier sanctioned allocation for trench restoration had already been utilised within months of execution, prompting the administration to seek additional provisions for ongoing works. The proposed allocations cover multiple administrative zones across south Mumbai, central Mumbai and eastern suburbs.
The BMC is simultaneously drafting a revised trenching framework aimed at regulating repeated road excavation and improving accountability for road reinstatement quality. Under the proposed policy, utility agencies carrying out excavation work may be required to directly undertake trench refilling and restoration instead of depending on contractors appointed by the civic body.
Additional Municipal Commissioner Abhijeet Bangar stated that the current contractor-based system had originally been introduced to maintain uniform road restoration standards in line with original specifications. However, officials believe direct reinstatement by utility agencies could help reduce restoration timelines and improve execution efficiency after excavation work is completed.
The revised policy comes amid recurring concerns regarding repeated road digging, restoration quality and traffic movement across Mumbai, particularly as the civic body simultaneously undertakes large-scale road concretisation projects in different parts of the city. Officials stated that the proposed framework is intended to improve coordination between utility agencies and civic departments while reducing inconvenience caused by repeated excavation activity.
