Centre opens applications for industrial parks under INR 33,660 crore BHAVYA scheme

Synopsis

• The Centre has opened a four-month application window for states to seek approval for 50 industrial parks under the BHAVYA scheme.

The Centre has invited applications from states and Union Territories for development of 50 industrial parks under the Bharat Audyogik Vikas Yojna (BHAVYA), a INR 33,660 crore scheme aimed at strengthening manufacturing infrastructure and industrial growth across India.


The application process was formally opened on Saturday following the Union Cabinet’s approval of the scheme earlier this year for development of 100 plug-and-play industrial parks nationwide. According to the government, the first phase will include approval of 50 parks, while the remaining parks will be taken up in a subsequent phase.

Commerce and Industry Minister Piyush Goyal stated that applications for the first 20 parks would be invited during the initial two months, followed by another 30 parks over the next two months. The Centre expects the selected parks to become operational within three years.

Under the scheme, industrial parks ranging between 100 and 1,000 acres will be eligible for infrastructure support of up to INR 1 crore per acre. For hilly states, industrial parks can also be developed on smaller land parcels of around 25 acres.

The government stated that the scheme would be implemented in partnership with state governments and private sector participants. States have also been permitted to collaborate with private developers and submit joint proposals under which financial assistance of INR 50 lakh per acre would be provided by the Centre.

According to the ministry, selection of industrial parks will take place through a challenge-based process, with preference likely to be given to states offering stronger infrastructure readiness including land availability, water supply, power access and faster approvals. Officials stated that states including Maharashtra, Rajasthan, Haryana and West Bengal have already shown interest in the programme.

The Centre has also directed states to establish special purpose vehicles (SPVs), notify planning authorities and implement single-window clearance systems to facilitate faster approvals and execution of projects.

The BHAVYA scheme is aimed at promoting cluster-based industrial development by enabling co-location of industries, suppliers and service providers within integrated manufacturing ecosystems. The government stated that the initiative is expected to strengthen domestic supply chains, support MSMEs and startups, attract global manufacturing investments and generate large-scale employment opportunities across regions.
