The Urban Development and Housing (UDH) department’s recent notification permitting a wider range of commercial activities in residential areas has sparked concern among residents, urban planners and civic officials in Jaipur. Under the revised notification issued recently, several commercial activities have been allowed in residential zones, while only limited land-use categories remain restricted. Educational institutions, industries, healthcare facilities, plantations and community centres continue to face certain restrictions in residential areas. Officials said some relaxations have also been provided for projects developed under affordable housing schemes and the Chief Minister’s Jan Awas Yojana.
Urban planning experts and former officials have warned that the move may encourage commercial establishments such as hotels, retail outlets and shopping spaces inside residential colonies that were originally planned for housing purposes. According to officials familiar with the matter, many residential areas in Jaipur do not have the infrastructure capacity required to handle higher commercial activity.
Experts believe the notification could lead to increased traffic movement, parking shortages and congestion on internal roads across several neighbourhoods. Concerns have also been raised over additional pressure on water supply systems, sewerage networks, waste management services and local civic infrastructure. Residents in densely populated colonies are also worried about rising noise levels and continuous commercial movement in primarily residential neighbourhoods.
The issue has also triggered legal and planning concerns linked to Jaipur’s Master Plan regulations. Senior officials pointed to earlier Rajasthan High Court observations in matters related to zoning regulations and land-use changes. The court had previously stressed that modifications in master plans should only be carried out when they serve a larger public purpose and maintain planned urban development.
The latest notification has come at a time when commercial misuse of residential properties is already under scrutiny across several Indian cities. Earlier this year, the Supreme Court directed civic authorities in state capitals, including Jaipur, to conduct surveys of residential properties allegedly being used for commercial purposes and submit reports on violations. The court observed that unauthorised commercial activity in residential zones had increased in many cities due to weak enforcement and lack of coordination between agencies.
Jaipur has witnessed strong real estate and infrastructure growth over the last few years, especially across emerging corridors such as Mahal Road, Jagatpura, Ajmer Road and Kalwar Road. The Jaipur Development Authority (JDA) has also been expanding land pooling schemes and mixed-use developments to support urban growth and rising housing demand in the city.
Urban planners believe mixed-use development can support local economic activity when implemented in a controlled manner. However, they have also cautioned that large-scale commercialisation inside residential colonies without proper infrastructure planning could impact the liveability of established neighbourhoods over time.
Resident groups and planning experts are now expected to seek greater clarity from the state government on the implementation framework, monitoring mechanism and long-term urban planning impact of the notification. Many experts believe stricter guidelines and zoning controls may be required to maintain a balance between commercial growth and planned residential development in Jaipur.
