Adani Realty, Reliance Industries Limited, Macrotech Developers and JSW Group are among firms that have submitted bids for redevelopment projects spanning 206.49 acres across three MHADA layouts in Mumbai. The projects cover SVP Nagar in Andheri West, Bandra Reclamation in Bandra West and Adarsh Nagar in Worli under MHADA’s Construction and Development Agency model. The cluster redevelopment projects aim to modernise ageing housing colonies and upgrade infrastructure, though the proposals are facing legal challenges and opposition from several resident groups and housing societies.
Adani Realty, Reliance Industries Limited, Macrotech Developers and JSW Group are among the companies that have submitted bids for cluster redevelopment projects covering 206.49 acres across three MHADA layouts in Mumbai. The projects relate to redevelopment schemes at SVP Nagar in Andheri West, Bandra Reclamation in Bandra West and Adarsh Nagar in Worli under the Maharashtra Housing and Area Development Authority’s Construction and Development Agency (C&DA) framework.
According to reports, MHADA received three bids each for the redevelopment projects after floating tenders in recent weeks. The proposed redevelopment schemes involve large residential layouts comprising ageing buildings, chawls and housing societies that are intended to be redeveloped through integrated cluster-based planning models.
The bidding process has attracted participation from several large real estate and infrastructure groups as competition intensifies for large-scale redevelopment opportunities in Mumbai. Companies linked to the Adani Group, Reliance Industries, Lodha developer Macrotech Developers and the JSW Group are among those reported to have participated in the tendering process. The projects are considered among the larger redevelopment opportunities currently available within Mumbai’s urban redevelopment market.
Under MHADA’s C&DA model, the authority appoints a private developer for redevelopment of the entire layout while residents are rehabilitated within the project. The developer is permitted to construct sale components to recover project costs and generate returns. MHADA has stated that the cluster redevelopment approach is intended to modernise ageing housing layouts while simultaneously upgrading internal roads, utilities and civic infrastructure.
The redevelopment proposals, however, have faced opposition from several resident groups and housing societies across the three layouts. Residents have alleged that MHADA is proceeding with cluster redevelopment despite several societies already pursuing independent redevelopment projects through private developers. Legal challenges have also been filed before the Bombay High Court over issues related to redevelopment consent norms and rights of societies holding leasehold interests.
At Bandra Reclamation, resident groups have argued that multiple housing societies were already at advanced stages of redevelopment discussions before MHADA introduced the cluster redevelopment proposal. Similar objections have been raised in SVP Nagar and Adarsh Nagar, where residents have questioned redevelopment procedures under the C&DA framework and objected to the removal of mandatory consent provisions.
The Bombay High Court has permitted the tendering process to continue while hearing petitions filed by resident groups and housing societies. The court stated that final project implementation would remain subject to the outcome of the pending legal proceedings.
Mumbai continues to witness increasing focus on cluster redevelopment projects as authorities attempt to address ageing housing stock, infrastructure deficiencies and land constraints through integrated redevelopment models. Public agencies including MHADA and the Brihanmumbai Municipal Corporation have been promoting large-scale redevelopment frameworks in multiple parts of the city to facilitate housing renewal and infrastructure upgrades.
