Airports Economic Regulatory Authority has fixed a User Development Fee (UDF) of INR 620 for departing domestic passengers and INR 1,225 for international passengers at Navi Mumbai International Airport. The regulator issued the order ahead of the airport’s planned operational launch, approving the tariff structure proposed for the greenfield airport being developed by Navi Mumbai International Airport Ltd. The UDF will form part of the airport’s revenue framework to support infrastructure development and operational costs. Navi Mumbai International Airport, being developed in phases near Mumbai, is intended to reduce congestion at Chhatrapati Shivaji Maharaj International Airport and strengthen aviation capacity across the Mumbai Metropolitan Region.
Airports Economic Regulatory Authority has approved a User Development Fee (UDF) of INR 620 for departing domestic passengers and INR 1,225 for departing international passengers at Navi Mumbai International Airport, ahead of the airport’s proposed commencement of operations.
The tariff order was issued by the Airports Economic Regulatory Authority (AERA) for Navi Mumbai International Airport Ltd, the special purpose vehicle developing the greenfield airport project near Mumbai. The approved charges will apply to embarking passengers and form part of the airport’s aeronautical revenue structure.
According to the regulator’s order, transit passengers on domestic and international routes will attract lower UDF charges of INR 310 and INR 620 respectively. AERA stated that the tariff determination was undertaken under provisions of the Airports Economic Regulatory Authority of India Act and relevant tariff guidelines governing major airports.
The Navi Mumbai International Airport project is being developed in phases and is intended to serve as Mumbai’s second international airport. The project is aimed at reducing congestion at Chhatrapati Shivaji Maharaj International Airport, which currently handles the majority of passenger traffic within the Mumbai Metropolitan Region.
The airport is being developed by Navi Mumbai International Airport Ltd, a joint venture involving Adani Airport Holdings Ltd and City and Industrial Development Corporation. Construction work at the airport has progressed in phases across terminal infrastructure, runways, airside facilities and connectivity-related works.
According to project plans, the airport is expected to handle passenger traffic in multiple phases after becoming operational. Authorities have stated that the airport will play a significant role in supporting future aviation demand across Mumbai and neighbouring urban regions, including Navi Mumbai, Thane and Pune-linked catchments.
The tariff order comes as airport operators across India continue to revise aeronautical charges and passenger fees amid increasing investments in airport infrastructure expansion and modernisation. UDF collections are generally used by airport operators to partly recover infrastructure development costs and support operational expenditure.
AERA’s approval also provides regulatory clarity ahead of the airport’s commercial launch and commencement of airline operations. Airport operators are required to obtain tariff approvals from the regulator for aeronautical services including landing charges, parking charges, terminal usage fees and passenger-related charges.
The Navi Mumbai airport project forms part of broader infrastructure expansion plans underway across the Mumbai Metropolitan Region, including metro rail connectivity, road linkages and multimodal transport integration intended to improve regional accessibility to the airport precinct.
Industry observers have indicated that the operationalisation of Navi Mumbai International Airport is expected to redistribute passenger traffic across the region while supporting aviation-linked commercial and logistics activity in surrounding areas.
