Expansion works at Thiruvananthapuram International Airport have been delayed due to pending environmental clearances required for the airport’s proposed infrastructure augmentation programme, according to reports citing airport and regulatory officials. The airport, operated by Adani Airport Holdings Ltd, is undergoing phased redevelopment aimed at increasing passenger handling capacity and upgrading aviation infrastructure in Kerala’s capital city.


The delay is linked to environmental approval procedures associated with the airport expansion project, including proposed terminal-related infrastructure and associated development works. According to reports, the environmental clearance application submitted for the project remained pending following the expiry of the tenure of Kerala’s State Environment Impact Assessment Authority (SEIAA) committee in March. Pending applications were subsequently transferred to the Ministry of Environment, Forest and Climate Change (MoEFCC) until the state authority is reconstituted.

Airport officials indicated that the delay has affected timelines for expansion activities planned under the broader redevelopment programme. The proposed infrastructure works form part of long-term plans to increase operational capacity at Thiruvananthapuram International Airport, which has witnessed rising passenger traffic in recent years.

The airport is operated by Adani Airport Holdings under a public-private partnership arrangement after the Airports Authority of India handed over operations to the private operator in 2021. Since assuming operational control, the company has initiated multiple redevelopment and infrastructure modernisation plans across terminal facilities, passenger processing systems and city-side infrastructure.

One of the major projects linked to the airport’s redevelopment is ‘Project Anantha’, a city-side development proposal intended to integrate commercial, hospitality and passenger-support infrastructure around the airport precinct. Separate components of the city-side project had previously secured environmental clearance from the Ministry of Environment, Forest and Climate Change, according to earlier reports.

The ongoing expansion programme is intended to strengthen terminal infrastructure, improve operational efficiency and support future passenger growth at the airport. Industry observers have indicated that environmental approvals remain a critical procedural requirement for airport infrastructure projects, particularly those involving land development, terminal expansion and large-scale construction activity.

The delay also reflects procedural challenges affecting infrastructure approvals in several states where environmental clearance processes depend on state-level appraisal authorities. In Kerala, the absence of a functioning SEIAA panel after expiry of the committee’s tenure reportedly created a backlog of pending applications requiring review and clearance.

Airport infrastructure projects across India are currently witnessing increased investment activity as operators expand capacity to meet rising domestic and international passenger demand. Private airport operators, including Adani Airport Holdings, have announced redevelopment and expansion plans across multiple airports under long-term concession agreements awarded by the Centre.

Thiruvananthapuram International Airport remains one of the key aviation gateways in southern India, handling domestic and international traffic, particularly from Gulf-bound passenger segments and tourism-linked travel markets.
