Residents in 31 villages in Delhi’s Lal Dora areas are set to receive ownership rights for residential land, enabling formal property recognition and access to institutional finance. Drone-based mapping of these villages has been completed, and property cards are expected to be issued. The development is aimed at resolving long-standing land title ambiguities in village habitation zones and improving transaction transparency and credit access for residents.
Residents of 31 villages in Delhi’s Lal Dora areas are set to receive formal ownership rights for their residential land, with property cards to be issued under the SVAMITVA scheme, according to details shared earlier this week by a Member of Parliament representing South Delhi.
The initiative will cover village habitation areas—commonly referred to as Lal Dora zones—where properties historically lacked formal ownership documentation despite long-term occupation. The move aims to regularise such holdings by providing legal recognition, thereby enabling residents to establish clear property titles and access financial services such as bank loans.
The process has been enabled through a special implementation of the SVAMITVA scheme in Delhi, even though the capital does not operate under a traditional framework. Authorities have completed drone-based mapping of the identified villages, with survey data handed over to relevant departments for further action, including issuance of property cards.
The proposed rollout is expected to address long-standing challenges associated with Lal Dora properties, which are typically located within village abadi areas and have historically been exempt from standard building regulations and formal land records. This has often resulted in ambiguity around ownership, limited access to formal credit, and constraints on property transactions.
Officials indicated that the issuance of property cards will serve as legal proof of ownership, streamlining documentation processes and improving transparency in land records. The cards are also expected to facilitate smoother property transactions and reduce disputes arising from unclear titles.
The development is part of a broader policy push to formalise land ownership in rural and peri-urban areas across India. By integrating digital mapping and verified records, the SVAMITVA scheme seeks to create a uniform framework for recognising property rights and improving governance in such regions.
In the context of Delhi, the move carries added significance due to rapid urbanisation and increasing redevelopment activity in village clusters. Formal ownership rights are likely to support redevelopment, enable access to institutional finance, and enhance the asset value of properties located within these zones.
Authorities are currently working on the regulatory framework for distribution of property cards and finalising implementation guidelines. Once completed, the initiative is expected to benefit a large number of households across the identified villages, addressing a long-pending issue related to land ownership clarity in the national capital.
