The Lieutenant Governor of Delhi has directed multiple agencies to address civic and infrastructure-related issues at Swabhiman Apartments, a housing project developed by the Delhi Development Authority (DDA) in Ashok Vihar, following complaints raised by residents regarding maintenance and service delivery.
The intervention, carried out in the past week during an on-site visit, involved direct interaction with residents of the complex, where concerns related to seepage, garbage management, irregular lift operations and security issues were highlighted. The housing project comprises 1,675 flats constructed under an in-situ rehabilitation initiative aimed at relocating residents from informal settlements into formal housing.
Officials indicated that the Lieutenant Governor took cognisance of the issues raised and issued directions to the DDA, district administration and Delhi Police to address the complaints on priority. The instructions included ensuring proper maintenance, improving sanitation and restoring essential services to acceptable standards.
The Swabhiman Apartments project is part of the Centre's broader Jahan Jhuggi, Wahin Makan scheme, which focuses on providing permanent housing to residents of jhuggi clusters through in-situ redevelopment. While the project has been positioned as a key urban housing initiative, the issues flagged by residents point to challenges in post-allotment management and upkeep of such developments.
During the visit, residents acknowledged the provision of formal housing but raised concerns over the deterioration of infrastructure due to inadequate maintenance. Issues such as water seepage in units, inconsistent lift functioning across towers and ineffective waste disposal systems were cited as affecting the quality of living within the complex.
Authorities have been instructed to implement time-bound measures to resolve the deficiencies and ensure that the housing project remains functional and well-maintained. The directions also emphasised coordination between agencies responsible for civic services, law enforcement and infrastructure management.
Officials stated that maintaining the quality and usability of such housing developments is critical to the long-term success of rehabilitation schemes. Poor upkeep can undermine the intended benefits of formal housing and lead to operational challenges for residents.
The development highlights a recurring issue in large-scale public housing projects, where the transition from construction to long-term maintenance often involves multiple stakeholders, leading to gaps in accountability. Ensuring consistent service delivery and infrastructure upkeep remains a key challenge in such developments.
The action at Swabhiman Apartments reflects a broader administrative focus on improving grievance redressal mechanisms and ensuring that housing projects delivered under government schemes continue to meet basic living standards after occupancy.
