Over 45,700 residential properties in Nashik are being occupied without mandatory building completion and occupancy certificates from the Nashik Municipal Corporation. Identified largely during a past property survey, these units have already been brought under the tax net despite non-compliance. The highest concentration is seen in Nashik Road, Panchavati and Cidco areas. The city's total property base has grown sharply in recent years, driven by redevelopment and urban expansion. The situation highlights gaps in enforcement, even as civic authorities continue to collect revenue from such properties.
More than 45,700 residential properties in Nashik are currently occupied without obtaining mandatory building completion certificates (BCC) and occupancy certificates (OC) from the Nashik Municipal Corporation (NMC). These approvals are required to confirm that buildings have been constructed as per sanctioned plans and meet basic safety and infrastructure standards before occupation.
Even without these clearances, residents continue to occupy such properties, and the civic body has included them in the property tax system. Officials indicated that these units are being taxed, which has helped improve revenue collection, but the issue of planning and legal compliance remains unresolved.
The distribution of such properties shows clear concentration across key parts of the city. Nashik Road division accounts for the highest number with around 10,400 properties. Panchavati follows with nearly 9,800 units, while Cidco has close to 9,000 such properties. Satpur has about 7,800 units, Nashik East around 7,300, and Nashik West approximately 1,400 properties lacking the required approvals.
Most of these cases were identified during a detailed property survey conducted by the civic body a few years ago. During this exercise, nearly 57,000 properties were brought into the tax system, including a large number that were already occupied without completion certificates. Officials stated that many of the currently identified non-compliant properties were part of this survey and were later assessed for taxation.
Nashik's overall property base has expanded significantly over time. The number of registered properties has increased from about 4.26 lakh earlier to around 6.22 lakh at present, marking a rise of nearly 46 per cent. Among all divisions, Cidco has recorded the highest growth at about 54 per cent, reflecting strong development activity in that area.
This increase is also linked to ongoing redevelopment and new construction across the city. Several older properties have been replaced with new developments over the years, supported by changes in development regulations and higher permissible floor space index. Growing housing demand has also contributed to faster construction, especially in emerging residential pockets.
At the same time, the presence of a large number of occupied properties without completion certificates raises concerns around compliance and safety checks. These certificates are meant to ensure that buildings follow approved plans and meet structural and civic requirements before being used.
