Maharashtra forms panel to review electricity duty and grid support charges on rooftop solar users

The Thane Small Scale Industries Association (TSSIA) has stated that the Maharashtra government has formed a committee to examine the applicability of electricity duty on rooftop solar (RTS) consumers and the implementation of Grid Support Charges (GSC). The association had raised concerns with the state authorities earlier this week, highlighting that GSC could create an additional financial burden on industrial users and slow down rooftop solar adoption. The newly formed committee will assess issues related to self-consumption, net metering, and duty structures linked to GSC as approved by MERC.

The Thane Small Scale Industries Association (TSSIA) has informed that the Maharashtra government has constituted a committee to examine key issues related to electricity duty on rooftop solar (RTS) consumers along with the implementation of Grid Support Charges (GSC). The move follows the association’s formal representation to the state authorities earlier this week.


TSSIA had raised concerns that Grid Support Charges could place an additional financial burden on consumers, especially industrial units, and may discourage large-scale investments in rooftop solar installations. The association, through its leadership, noted that such charges could potentially slow down the state’s progress in expanding solar adoption across the industrial sector.

According to the association, the committee will be chaired by the Director (Commercial) of Maharashtra State Electricity Distribution Company Limited (MSEDCL), Yogesh Gadkari. The panel has been tasked with reviewing whether electricity duty should be applicable on self-consumption of solar power and net metering arrangements. It will also suggest suitable duty structures for Grid Support Charges, which were recently approved by the Maharashtra Electricity Regulatory Commission (MERC).

Maharashtra has been focusing on expanding rooftop solar adoption as part of its broader renewable energy objectives, and regulatory clarity on charges and duties has been a recurring point of discussion among industry stakeholders and policymakers.
