Rio Grande LNG seeks extended timeline for Texas export project amid delays

Rio Grande LNG, owned by NextDecade, has sought a three-year extension from the U.S. Federal Energy Regulatory Commission to complete its large-scale LNG export facility in Texas. The request follows ongoing legal disputes with environmental groups that have slowed construction progress. The project, which began construction in mid-2023 after initial approval years earlier, includes multiple production units and storage infrastructure. The first production unit is now expected to be operational by late 2027, while full completion is projected by mid-2031, with additional expansion plans still under consideration.

Rio Grande LNG, a subsidiary of NextDecade, has approached the U.S. Federal Energy Regulatory Commission (FERC) seeking an additional three-year extension to complete and operationalise its liquefied natural gas export facility in Texas, as per a recent regulatory filing.


If approved, this would mark the second extension granted by FERC for the project. The facility is designed with a capacity of 30 million metric tonnes per annum (mtpa) and will include five production units, commonly referred to as trains. Over time, the company plans to scale up capacity to 48 mtpa.

The company has attributed delays in construction to prolonged legal challenges from environmental groups, which have impacted project timelines. FERC had earlier extended the deadline to late 2028 for completing construction and commencing operations.

In its latest filing, the company indicated that due to intervening developments, substantial completion of the first train is now expected in the fourth quarter of 2027. The remaining four trains are planned to become operational in phases, with the fifth train expected to be commissioned by the second quarter of 2031.

Project documents show that the facility includes four full-containment LNG storage tanks and two berths for LNG carriers. In addition to the five planned trains, two more trains are currently under development and in the permitting stage. However, these have not yet received final investment approval.

Construction activity for the first three trains is now expected to be completed by the first quarter of 2029, while the remaining units are scheduled for completion by the second quarter of 2031.

Work on the terminal had commenced in mid-2023, nearly four years after the project received its initial regulatory approval, highlighting the delays that have affected its execution timeline.
