A Delhi court has directed the framing of charges against the directors of Three C Shelters Pvt Ltd in connection with the delayed Greenopolis housing project in Gurugram. The case relates to allegations of cheating, forgery and criminal conspiracy raised by homebuyers, following a complaint registered by the Economic Offences Wing in 2017. Buyers claimed they were misled on delivery timelines and project progress. The project, developed with Orris Infrastructure, has remained incomplete for years, leaving many buyers under financial stress due to continued EMI and rental obligations.
A Delhi court has directed that charges be framed against the directors of Three C Shelters Pvt Ltd in connection with the stalled Greenopolis housing project in Gurugram. The court noted that there was sufficient prima facie material on record to proceed against the accused under charges related to cheating, forgery and criminal conspiracy.
The order was passed by Additional Sessions Judge Sheetal Chaudhary Pradhan, who stated that the evidence placed before the court indicated the involvement of the company and its directors, including Surpreet Singh Suri, Nirmal Singh and Vidur Bhardwaj. The court also included the company as an accused in the matter. It clarified that the observations were limited to deciding whether charges should be framed and not a final determination of guilt.
The case originates from a complaint filed by homebuyers, after which the Economic Offences Wing registered an FIR in 2017. Buyers had alleged that they were assured timely delivery of their flats but the project did not progress as committed. It was stated that representations were made regarding construction timelines and completion schedules that were not met.
Greenopolis was launched as a large residential development in Gurugram, with plans for over 1,700 apartments across multiple towers. The project was being developed through a joint arrangement between Three C Shelters Pvt Ltd and Orris Infrastructure Pvt Ltd. Despite initial progress, construction slowed significantly, and several towers remained incomplete for years.
Homebuyers informed authorities that possession was expected around 2015. However, the delay extended over several years, forcing many buyers to continue paying EMIs on home loans while also bearing rental expenses. This dual financial burden led to multiple complaints and legal action against the developers.
Investigations in the case also examined the utilisation of funds collected from buyers. Allegations were raised that funds may not have been fully used for the construction of the project, contributing to delays and stalled development. These aspects formed part of the material reviewed by the court while deciding on framing of charges.
The Greenopolis project has been under regulatory and legal scrutiny for several years. The case is one among multiple instances where delayed housing projects in the National Capital Region have led to action by enforcement agencies and courts.
With the court now directing that charges be framed, the matter will move to the trial stage. The prosecution will present its evidence, and the accused will have the opportunity to contest the allegations during the proceedings.
