The Rajasthan government is set to upgrade 14 state highways under a World Bank-funded programme aimed at improving connectivity, safety and logistics efficiency across key economic corridors. The initiative forms part of the Rajasthan Highway Modernisation Project, supported by USD 225 million in financing. The programme will cover multiple highway stretches, contributing to the upgrade and maintenance of around 800 km of road network. It is expected to benefit more than 3 million people while supporting sectors such as agriculture, mining, industry and tourism. The project also focuses on climate-resilient infrastructure and institutional strengthening of the state highway authority, reflecting a shift towards performance-based road management.
The Rajasthan government plans to upgrade 14 state highways as part of a broader infrastructure programme supported by the World Bank, aimed at improving road connectivity, safety and logistics efficiency across the state. The initiative is being undertaken under the Rajasthan Highway Modernisation Project, for which the World Bank approved financing earlier this month.
The programme involves the upgradation and maintenance of key highway corridors, contributing to a total network of approximately 800 km identified for improvement across Rajasthan. The selected corridors are expected to strengthen connectivity between economic centres and support the movement of goods and passengers across sectors including agriculture, industry, mining and tourism.
The World Bank has committed USD 225 million towards the project through the International Bank for Reconstruction and Development (IBRD). The financing structure includes a long-term repayment framework, with a maturity period extending up to 35 years and a grace period in the initial phase, allowing flexibility in execution and funding.
The project is designed to address infrastructure gaps in Rajasthan, where road development has lagged behind economic growth in recent years despite the state’s strategic importance as a gateway connecting a significant share of India’s markets. By upgrading critical corridors, the initiative aims to reduce travel time, improve freight movement and enhance access to industrial and logistics hubs.
A key component of the programme is the focus on road safety and climate resilience. The upgraded highways will incorporate improved design standards, safety features and digital monitoring systems to reduce accidents and enhance traffic management. The project also targets increasing the proportion of roads in good or fair condition from around 40% to nearly 70%, reflecting a shift towards quality-led infrastructure development.
In addition to physical upgrades, the initiative includes institutional reforms aimed at strengthening the Rajasthan State Highway Authority. The programme introduces a service-oriented approach to highway management, focusing on lifecycle maintenance and performance-based delivery rather than conventional construction-led models.
The project is also expected to generate employment and support regional economic development by improving connectivity across key corridors. More than 3 million people are likely to benefit from better access to markets, jobs and services, particularly in rural and semi-urban areas.
The move to upgrade 14 highways forms part of Rajasthan’s broader strategy to modernise its road infrastructure and align it with economic growth trends. By combining multilateral financing with institutional reforms and technology integration, the state is working to enhance the efficiency and reliability of its transport network.
