Telangana has completed its first land registration incorporating a verified survey map under the Bhu Bharati digital land management system, marking a shift towards map-linked property transactions. The milestone transaction took place in Khammam district as part of a pilot launched earlier this month across five mandals. The reform mandates the inclusion of survey maps and unique land identification numbers for all registrations, aimed at improving accuracy, transparency, and dispute resolution. By integrating land records, surveys, and registration services on a single platform, the state government is attempting to address long-standing issues associated with legacy systems. The initiative is expected to be scaled statewide following the pilot phase, with implications for land governance, real estate transactions, and investor confidence.
The Telangana government has completed its first land registration incorporating a verified survey map under the Bhu Bharati platform, marking a structural shift in how land transactions are recorded and verified in the state.
The transaction was executed earlier this week in Kusumanchi mandal, Khammam district, where a parcel of agricultural land was registered along with its mapped boundary and a unique land identification number. The initiative forms part of the state’s Integrated Bhu Bharati portal, introduced earlier this month on a pilot basis to combine land records, survey data, and registration processes into a unified digital framework.
Under the new system, attaching a survey map to every registration has been made mandatory, replacing reliance on legacy records that often lacked precise boundary definitions. Each land parcel is assigned a unique Bhudhar number, functioning as a digital identifier linked to geo-referenced mapping data. The reform is designed to ensure that ownership records reflect actual ground measurements rather than historical discrepancies, thereby reducing overlaps and disputes.
The pilot phase is currently being implemented across five mandals—Kosgi in Narayanpet, Kusumanchi in Khammam, Aswaraopeta in Bhadradri Kothagudem, Amangal in Rangareddy, and Vatpalli in Sangareddy—where the integration of survey and registration departments is being tested before a broader rollout.
Officials indicated that the move is intended to provide greater certainty over land ownership by embedding verified spatial data into the registration process. The inclusion of mapped boundaries is expected to address one of the most persistent challenges in land transactions—ambiguity over parcel extents and ownership claims—which has historically led to litigation and transaction delays.
The Bhu Bharati platform replaces earlier systems and is positioned as a comprehensive land governance framework, offering services such as registration, mutation, corrections, and access to land records through a single interface. It also allows individuals to voluntarily obtain and verify survey certificates linked to their properties, further strengthening documentation standards.
From a real estate perspective, the reform introduces a more structured and verifiable transaction environment, particularly for land assets, which often face title-related risks. By aligning registration with verified survey data, the system is expected to improve due diligence processes for developers, investors, and institutional participants.
The state government plans to expand the model across Telangana following the pilot phase, positioning the integration of mapping and registration as a long-term mechanism to streamline land administration and reduce disputes across both rural and urban markets.
