The Pimpri Chinchwad Municipal Corporation (PCMC) has collected approximately INR 80 crore through its property tax amnesty scheme introduced earlier this month, offering a 90% waiver on penalties for lump sum payments. Despite the strong response from taxpayers, the civic body is unlikely to meet its annual property tax target of INR 1,000 crore. Total collections currently stand at around INR 830 crore, significantly below both the target and previous years performance. The scheme, implemented for the first time following demands from elected representatives, aims to recover pending dues and improve compliance. However, the limited duration and structural challenges in tax collection have constrained its overall impact on municipal revenue.
The Pimpri Chinchwad Municipal Corporation (PCMC) has mobilised approximately INR 80 crore in property tax revenue through its recently introduced amnesty scheme, but officials indicate that the civic body is still likely to miss its annual collection target of INR 1,000 crore for the ongoing financial year. The scheme, launched earlier this month, offers a 90% waiver on penalties to property owners who clear outstanding dues through a one-time lump sum payment within a defined window.
The initiative was introduced as a one-time measure following demands raised by corporators during a general body meeting, with the aim of accelerating recovery of pending dues and improving overall tax compliance. The concession is applicable only to payments made within the specified period, which runs through the end of the month, thereby concentrating collections within a short timeframe.
According to civic officials, the corporation has so far collected around INR 830 crore in property tax during the current financial year, with nearly INR 80 crore contributed within the initial 20 days of the scheme's implementation. As part of the incentive, penalties amounting to approximately INR 19.15 crore have been waived to encourage settlement of long-pending liabilities.
Despite the surge in collections during the amnesty period, the overall revenue trajectory remains below expectations. Officials have indicated that the total collections are unlikely to match the INR 966 crore recorded in the previous financial year or the INR 977 crore achieved in the year prior, highlighting a continuing slowdown in property tax realisation.
The scheme has seen participation from a significant number of defaulters, reflecting a willingness among property owners to clear dues when offered financial relief. Civic authorities stated that the response demonstrates public engagement with the initiative, while also providing temporary liquidity support to the municipal body. However, they acknowledged that the short-term inflow may not translate into sustained improvements in annual revenue performance.
Municipal officials have also urged remaining defaulters to avail of the scheme before the deadline, emphasising that strict enforcement measures could follow once the concession window closes. The administration has maintained that the initiative is designed to balance revenue recovery with taxpayer relief, particularly for those burdened by accumulated penalties.
The outcome underscores broader challenges in municipal finance, where reliance on periodic incentive schemes has limited impact on structural compliance levels. For a rapidly growing urban region such as Pimpri Chinchwad, property tax remains a critical revenue source for funding infrastructure and civic services, making consistent collection performance central to fiscal planning.
