Municipal Commissioner Saurabh Rao presented the budget during a general body meeting held under Mayor Sharmila Pimpolkar. The administration stated that the approach is to maintain financial discipline while improving living standards through sustainable development under the Green Thane initiative and better administrative transparency.
The corporation has estimated its revenue income at INR 4,078 crore, against a total expenditure of INR 6,221.12 crore. Of this, revenue expenditure is projected at INR 3,818.17 crore, while capital expenditure stands at INR 2,401.55 crore, indicating continued spending on infrastructure and long-term development works.
In terms of revenue sources, the civic body expects to generate INR 2,376 crore from its own earnings. This includes INR 1,120 crore from property tax and related fees. Additionally, INR 1,702 crore is expected from GST shares, stamp duty, and government grants. To manage the remaining financial gap, the corporation plans to raise INR 490 crore through loans and bonds. It has also indicated that efforts to bring more properties into the tax system may generate an additional INR 400 crore.
On the expenditure side, INR 1,716 crore has been allocated for salaries and allowances, reflecting a significant portion of the budget. Another INR 1,606 crore has been earmarked for basic ward-level services such as road maintenance, drainage, and local civic works. Among sector-specific allocations, waste management has been given INR 929 crore, water supply INR 448 crore, and education over INR 439 crore, showing continued focus on essential public services.
The administration also informed that ongoing infrastructure projects, including the construction of a new municipal headquarters, are expected to be completed by the end of 2026. In recent years, Thane has seen consistent investment in urban infrastructure and service delivery as the city continues to expand and face increasing population pressure.
During the meeting, the Leader of the House Hanumant Jagdale moved a resolution appreciating the commissioner's administrative work over the past two years, which was supported by Leader of Opposition Ashraf Shanu Pathan, indicating broad agreement across party lines on the budget approach.
