The government highlighted that the city is currently undergoing a phase of transition. It also noted that what was described as a culture of freebies had impacted overall growth, with revenue witnessing a decline during the 2018-2020 period. The budget estimated tax revenue at around INR 74,000 crore, while INR 11,666 crore was earmarked for the Municipal Corporation of Delhi. The administration also pointed out that Delhi's per capita income remains the third highest in the country.
In terms of infrastructure allocation, INR 5,921 crore has been assigned to the Public Works Department, while urban development and shelter-related initiatives received INR 7,887 crore. The government reiterated its focus on improving connectivity, road safety, and urban mobility systems. The power sector was allocated INR 3,942 crore, along with a separate provision of INR 200 crore aimed at removing overhead wiring across the city.
A dedicated allocation of INR 300 crore has been made for the development of the trans-Yamuna region, while INR 787 crore has been set aside for the Delhi Gram Vikas Board. Road infrastructure received notable attention, with INR 1,352 crore committed to the development of dust-free roads and the recarpeting of around 750 km of road stretches across the city.
The budget also introduced an allocation of INR 160 crore for industrial area development, marking the first instance of such funding for non-conforming industrial areas. Additional provisions include INR 454 crore for the Najafgarh drain and INR 350 crore under the MLA Local Area Development Scheme.
Among major infrastructure projects, INR 151 crore has been allocated in the current financial year for the extension of the Modi Mill flyover up to the Kalkaji and Savitri Cinema intersection, with the total project cost estimated at INR 371 crore. Plans have also been outlined for the construction of an integrated secretariat along with a residential complex for government employees.
Referring to recent incidents such as the Palam fire case, the chief minister noted challenges posed by narrow lanes and congestion in unauthorized colonies, which affect emergency response. To address this, INR 674 crore has been allocated to strengthen firefighting infrastructure across the city.
On the water management front, the government stated that new pipeline projects are underway, with INR 9,000 crore allocated to the Delhi Jal Board for water supply and sewage systems. Additionally, INR 475 crore has been assigned for the Chandrawal water treatment plant to improve water accessibility and reduce reliance on tanker-based supply.
