The Brihanmumbai Municipal Corporation has received only one bid for its INR 980 crore Deonar abattoir modernisation project despite extending deadlines multiple times. The initiative aims to upgrade the existing slaughterhouse into a modern, hygienic facility under a structured development plan that includes public-private participation for specific animal processing units. The limited participation has led the civic body to review the technical suitability of the bid before moving ahead. The situation also highlights challenges in attracting bidders for large-scale urban infrastructure and redevelopment projects in Mumbai.
The Brihanmumbai Municipal Corporation has received only a single bid for its INR 980 crore tender for the modernisation of the Deonar abattoir, even after extending the bidding deadlines on multiple occasions. The project was floated in October as part of a broader plan to upgrade the city's primary slaughterhouse into a more organised and compliant facility with improved hygiene and operational standards.
Along with the main turnkey tender, the civic body had also invited separate requests for proposals under a public-private partnership model. These RFPs were intended to develop and operate species-specific units for buffalo, goat and sheep, pig, and poultry processing. However, participation in these proposals has also remained limited, indicating a subdued response from potential private players across both segments of the project.
The redevelopment plan includes several infrastructure components such as lairages for different animal categories, administrative buildings, a skill development centre, bio-methanisation units, and effluent treatment systems. The objective is to shift from the current semi-mechanised setup to a more structured and technology-driven facility that aligns with modern sanitation and processing requirements. The inclusion of these elements is intended to improve efficiency while maintaining regulatory compliance.
The project is being structured on a build-operate-transfer framework, where the selected private partner will be responsible for design, construction, and operations over a long concession period. Revenue sharing arrangements with the civic body are also part of the proposed structure. At present, the corporation is evaluating the technical qualifications of the lone bid received for the turnkey component. The financial evaluation will follow only if the bid meets the required technical criteria, while the responses to the PPP proposals are also under review.
