The proposed development, spread across Gothapatna, Malipada, and Daspur, is planned as a transit-oriented, mixed-use urban hub aligned with Odisha's long-term development vision. The project, with an approved outlay of approximately INR 8,179 crore, aims to accommodate urban expansion, provide affordable housing across income groups, and integrate commercial, residential, and institutional zones. The plan will incorporate sustainable infrastructure, public transport systems, and economic clusters to guide structured growth and reduce unplanned urban sprawl in the capital region.

The Bhubaneswar Development Authority (BDA) has partnered with Singapore-based Surbana Jurong in the past week to prepare a comprehensive master plan for the proposed Bhubaneswar New City, an 800-acre urban expansion project aimed at guiding the capital's long-term development.


The agreement was formalised between BDA officials and representatives of the consultancy firm, marking a key step in the planning phase of the project. The proposed New City will be developed across the mouzas of Gothapatna, Malipada, and Daspur within the Bhubaneswar Development Plan Area, and is being positioned as a multi-economic growth zone aligned with the state's Vikshit Odisha 2036 vision.

The project has received in-principle approval from the state cabinet with an estimated investment of around INR 8,179 crore. Authorities indicated that the initiative is intended to address pressures arising from rapid urbanisation and population growth in Bhubaneswar by enabling planned expansion beyond the existing city limits.

According to officials, the master plan will be designed around a transit-oriented development model, with a focus on integrating land use with efficient public transport systems to reduce travel time and improve connectivity. The planning framework will include a mix of residential, commercial, and institutional zones, ensuring balanced urban development and optimised land utilisation.

A key component of the project is the emphasis on inclusive housing. Authorities stated that the New City will incorporate a range of residential options catering to different income groups under a Housing for All approach. This is expected to support equitable access to housing while accommodating future population growth.

The development blueprint will also include provisions for advanced infrastructure such as MICE facilities, innovation hubs, and data management centres, aimed at supporting economic activity and attracting institutional investment. In addition, the plan proposes the integration of public spaces, including forest parks, plazas, and community areas, to improve urban liveability.

Sustainability forms a central element of the master plan, with the incorporation of green and smart infrastructure designed to enhance climate resilience and environmental performance. Officials indicated that the planning exercise will define urban design guidelines, transport networks, and infrastructure frameworks to support long-term growth.

The BDA has been designated as the nodal agency for implementation, with the master plan expected to serve as a framework for phased development. Authorities noted that the initiative is intended to regulate urban expansion, reduce unplanned growth, and create a structured development model for the capital region.

The project reflects a shift towards planned, large-scale urban expansion supported by global consultancy expertise, as Bhubaneswar seeks to manage growth through integrated infrastructure, land use planning, and housing development aligned with long-term state objectives.
