DDA to manage maintenance of residential flats from April

The Delhi Development Authority (DDA) will take direct charge of daily maintenance for its residential flats starting early April 2026. The move covers flats constructed before 2021, where day-to-day upkeep had previously been handled by resident welfare associations or flat owners. Under this system, the authority will provide services such as security, cleaning of common areas, lift and electrical maintenance, minor repairs, and upkeep of water tanks and STP-treated water lines. Flat owners will pay quarterly service charges per square metre, with interest applied on late payments. This initiative aims to ensure consistent maintenance and enhance living conditions in DDA housing pockets.

The Delhi Development Authority (DDA) has announced that it will directly manage routine maintenance of its residential flats from early April 2026. This change affects housing complexes built before 2021, which previously relied on resident welfare associations (RWAs) or individual owners for upkeep. The authority aims to improve living standards and provide structured maintenance in all affected pockets.


Under the new arrangement, DDA will handle services including security, sweeping and cleaning of common areas, maintenance of roof and underground water tanks, lift and electrical installations, garbage chute cleaning, and minor repairs in staircases, lift lobbies, and corridors. The authority will also manage maintenance of STP-treated water supply lines used for horticulture within the complexes.

A standard operating procedure (SOP) recently approved by the competent authority will guide these operations. The SOP provides a time-bound, coordinated mechanism to ensure clear roles, accountability, and timely delivery of maintenance services. It will apply to housing pockets allotted between 2010 and 2021. For flats allotted under schemes launched in 2023 and later, the first year's maintenance costs were already collected along with the capital maintenance fee, with regular service charges applying only after completion of that period.

Flat owners will be billed quarterly for maintenance services. Charges will be calculated per square metre of plinth area, based on the flat category and building type, with GST applied separately. Initial rates were determined using estimates from engineering zones and averaged for uniformity. For subsequent years, charges will be set pocket-wise, based on actual expenditure from the previous year, pending liabilities, and the cost inflation index notified by the Central Board of Direct Taxes. The competent authority or chief engineer of the respective zone will approve rates annually.

Residents will have a 10-day grace period to make payments without interest. Payments can be made digitally or at cash counters in the complexes. Delayed payments will incur simple interest of 12% per annum from the billing date. If dues remain unpaid, they can be recovered as arrears of land revenue under DDA regulations.

DDA will continue maintenance until occupancy in a housing pocket reaches 80% or until an RWA is registered. For unsold flats, the authority will pay service charges to the RWA as per its bylaws. Historically, maintenance responsibilities in many DDA housing pockets were unclear, leading to delays in repairs and inconsistent upkeep. The new system aims to bring uniformity, accountability, and improved living conditions for residents.
