Karnataka is modernising its land records and property registration system under the Budget 2026-27 with new technology initiatives. The government will introduce Kaveri 3.0, an AI-enabled, paperless registration system to simplify and digitise property transactions. In parallel, a Karnataka Land Stack will consolidate data from Bhoomi, Mojini, Kaveri, e-Swathu, and e-Aasthi into a unified GIS-based platform. These reforms aim to improve transparency, reduce manual procedures, enable remote registrations, and streamline property-related processes for buyers, developers, and government agencies, building on prior efforts to digitise land and registration services.

The Karnataka government has announced steps to upgrade its land record and property registration systems as part of the Budget 2026-27 initiatives. The focus is on digitisation and integration to improve transparency and reduce administrative delays. Central to this plan is Kaveri 3.0, an advanced registration system that will allow AI-based, paperless property registration. The system is designed to handle remote submissions of documents, reducing the need for in-person visits to sub-registrar offices, and enabling faster processing of property registrations. The project has been allocated approximately INR 65 crore for development and implementation.


Alongside Kaveri 3.0, the government will implement the Karnataka Land Stack, which will integrate data from existing portals, including Bhoomi, Mojini, Kaveri, e-Swathu, and e-Aasthi, on a single GIS-based platform. This consolidation will allow users to access unified land records, verify property details quickly, and reduce discrepancies across different systems. By combining historical and current data, the platform aims to provide a comprehensive view of land ownership, survey records, and property registration status across the state.

Officials noted that the integrated system could generate digital notifications for property tax dues and other administrative requirements by linking with municipal databases, further reducing procedural delays. Real estate experts have highlighted that this approach could make property transactions smoother, enable quicker project approvals, and reduce bureaucratic hurdles for both developers and buyers. These reforms follow previous amendments by the state government allowing remote property registration, reflecting a continued focus on digital transformation in land governance.

The government plans to roll out these systems in phases, ensuring integration of existing records and smooth transition for all stakeholders. Training and awareness campaigns are expected to support adoption by property owners, legal professionals, and sub-registrar offices, aiming for seamless implementation across urban and rural areas. Stakeholders see this as a key step toward modernising property management and improving efficiency in the real estate sector.
