The Maharashtra government has clarified the circumstances under which the Wilson College Gymkhana land in Mumbai was allotted on a 30-year lease to the Jain International Organisation. Revenue Minister Chandrashekhar Bawankule informed the Legislative Assembly that the Mumbai City Collector had earlier received a complaint alleging violation of lease conditions by the previous occupant of the property. Following a hearing, the collector took possession of the land. The state government later approved its allocation to the organisation for gymkhana use. The decision has sparked protests and is currently being challenged through a writ petition pending before the Bombay High Court.
Revenue Minister Chandrashekhar Bawankule informed the Maharashtra Legislative Assembly that the lease of the Wilson College Gymkhana property in Mumbai was changed after the administration received a complaint regarding alleged violations of lease conditions by the previous occupant.
According to the minister, the Mumbai City Collector's office had received a complaint claiming that the existing lease terms of the gymkhana land were not being followed. After reviewing the matter, the collector conducted a hearing to examine the allegations and the status of the lease.
Following the hearing process, the collector took possession of the property on December 5, 2023. The action was taken as part of administrative proceedings linked to the alleged breach of lease conditions associated with the earlier allotment.
The minister further stated that the state government later approved the allocation of the government-owned property to the Jain International Organisation. The approval was granted on March 16, 2024, allowing the organisation to use the land for gymkhana activities on a 30-year lease.
The issue was raised in the Assembly through a question submitted by MLAs Rohit Anwar, Jitendra Awhad and Jayant Patil, who sought clarification on how the government property was handed over and whether due procedures had been followed.
Responding to the query, Bawankule said the administration had not received any complaints at the collector's office at the time the land was being allotted on lease to the Jain International Organisation for gymkhana purposes.
The government's decision to grant the lease has, however, triggered public protests and opposition from some groups. Concerns were raised about the change in control of the property and the process followed in approving the long-term lease.
A legal challenge has also emerged in the matter. A writ petition questioning the allotment has been filed and is currently pending before the Bombay High Court, where the issue is expected to be examined further.
The Wilson College Gymkhana property is located in South Mumbai and has historically been associated with educational and recreational use linked to the surrounding institutional precinct. Over the years, several government-owned properties in the area have been leased to organisations and institutions for specific public or community activities, often under long-term lease agreements.
