Police have arrested a welder in connection with the fatal collapse of a concrete parapet segment from the under-construction Mumbai Metro Line 4 viaduct in Mulund. The accident led to the death of a 50-year-old man and injuries to three others after the structure fell onto vehicles moving on LBS Road. Investigators say the welder had cut a critical interlocking hook between parapet segments, which likely caused the collapse. With this arrest, the number of accused in the case has risen to six. The Bombay High Court has directed authorities to submit a status report within two weeks while hearing a public interest litigation related to the incident.
Mumbai Police have arrested a welder in connection with the collapse of a concrete parapet segment from the under-construction Mumbai Metro Line 4 viaduct in Mulund, an incident that resulted in one death and multiple injuries and raised concerns about safety at infrastructure construction sites.
The accident occurred when a large concrete parapet segment measuring about 6 ft by 4 ft fell from the elevated structure onto vehicles travelling along LBS Road below. The falling structure struck an autorickshaw and a car, leading to the death of a 50-year-old man and leaving three other people injured. The injured were taken to nearby hospitals for treatment.
Police investigations later found that the segment had been part of the parapet wall being installed along the elevated viaduct. Authorities believe that a critical interlocking hook connecting the parapet segments had been cut, which weakened the structure and led to the collapse.
The welder, identified as Ramashish Yadav, was accused of cutting this interlocking hook during construction work. After the incident, he reportedly left Mumbai and returned to his native village in Deoria district of Uttar Pradesh. Police tracked him down there and brought him back to Mumbai, where he was placed under arrest. With his arrest, the total number of people held in the case has increased to six.
Earlier in the investigation, police had arrested several officials associated with the project's construction and supervision. Those taken into custody included project director Harish Chauhan, project manager Kuldeep Sapkal, deputy manager Saurab Singh, supervisor Prashant Bhoir and project manager Avdhoot Inamdar. These individuals were linked to the contractor RAJV-Milan Infra and the project management consultant consortium DB-Hill-LBG involved in executing the metro work.
Authorities registered a case at Mulund Police Station under provisions of the Bharatiya Nyaya Sanhita for causing death by negligence and for lapses in safety during construction activities. Investigators are examining whether proper procedures were followed while installing the parapet segments and whether the cutting of the hook was carried out without authorisation.
The Mumbai Metropolitan Region Development Authority, which is implementing the metro project, had earlier taken action against the firms involved in the construction work. The authority imposed a penalty of INR 5 crore on contractor RAJV-Milan Infra and INR 1 crore on the project management consultant consortium. Work on the affected stretch was also temporarily halted while a technical review of the structure and installation process was carried out.
Metro Line 4 is a major elevated corridor being built between Wadala in Mumbai and Kasarvadavali in Thane. The line is expected to improve connectivity between the eastern suburbs of Mumbai and the Thane region once completed. Construction work on several sections of the corridor is currently underway, with multiple contractors involved in different packages of the project.
The incident has also reached the Bombay High Court after a public interest litigation was filed by advocate Ruju Thakkar seeking accountability for the accident and improved safety oversight at large infrastructure construction sites in the city.
During the hearing, the High Court directed the concerned authorities to submit a detailed status report within two weeks explaining the circumstances that led to the collapse and the action taken against those responsible. The court indicated that the report would help determine whether additional safety measures and monitoring mechanisms are required at ongoing metro construction projects.
Following the accident, authorities also initiated broader safety inspections at several metro construction locations in the Mumbai Metropolitan Region. Structural components, parapet installations and safety protocols at active sites were reviewed to prevent similar incidents while work continues on multiple metro corridors across the city.
