Ahmedabad shifts long-term urban planning focus to development plan for 2041

Planning authorities in Ahmedabad have started preparing a new Development Plan targeting 2041, extending the city's planning horizon from the usual 10-year cycle to a 20-year framework. The move is linked to long-term infrastructure requirements, including preparations associated with the proposed 2036 Olympic Games bid involving Ahmedabad and Gandhinagar. The Ahmedabad Urban Development Authority has initiated the process by setting up a dedicated planning unit and seeking technical assistance from national agencies and consultants. The plan will guide urban expansion beyond the Sardar Patel Ring Road, identify land for large infrastructure and sports facilities, and include a mid-term review after ten years.

The Ahmedabad Urban Development Authority (AUDA) has begun work on a new Development Plan that will guide the city's growth until 2041. The authority has decided to extend the planning horizon to 20 years instead of the conventional 10-year cycle that earlier development plans followed. Urban planning officials indicated that the shift is aimed at aligning the city's expansion with long-term infrastructure and economic requirements.


One of the major factors influencing this decision is the possibility of 2036 Summer Olympics being hosted jointly by Ahmedabad and Gandhinagar. Sources associated with the planning process indicated that large global sporting events require advance planning for land allocation, transport infrastructure and sports complexes. The long-term development plan is therefore being structured to ensure adequate land availability and urban infrastructure if the region is selected as a host city.

The decision to prepare the 2041 development plan was approved during a recent board meeting of AUDA. Following the approval, the authority also decided to create a dedicated Development Plan Unit that will oversee the preparation of the document. Funds have been allocated to appoint professional consultants and technical experts who will assist in preparing the long-term planning framework.

Officials involved in the exercise indicated that the new plan will aim to position Ahmedabad as a global metropolitan centre with improved infrastructure and urban amenities. The planning process will identify land parcels for future sports infrastructure, public facilities and urban services. Several projects proposed under the plan may be implemented through public-private partnership models to support large-scale development.

Technical institutions are also expected to support the preparation of the plan. AUDA has sought assistance from organisations such as the Indian Space Research Organisation to provide geospatial data and planning inputs. The authority is also planning to strengthen its internal technical team by hiring additional staff and outsourcing certain specialised tasks to external experts.

Another major component of the plan is the expansion of urban development beyond the existing Sardar Patel Ring Road. Planning authorities are examining areas located outside the ring road where future urban growth is expected to take place. Nearly 20 villages located within about five kilometres beyond the ring road are being studied for planned urban expansion so that future development can take place in a structured manner.

The development plan will also include provisions for a mid-term review after ten years. Officials said such a review mechanism will allow authorities to revise land-use patterns, infrastructure priorities and development strategies if urban growth patterns change over time. This approach is expected to provide flexibility while still maintaining a long-term planning framework.

Ahmedabad's development planning has evolved over the past two decades. AUDA prepared one of its early large-scale development plans in 2001 covering the period until 2011. Another development plan covering the next decade was prepared between 2011 and 2014 and later received approval from the state government. The upcoming 2041 framework will therefore become the third major long-term planning blueprint guiding the city's expansion.

The previous development plan introduced the concept of a compact city model. It encouraged higher urban density along major public transport corridors by offering incentives such as higher Floor Space Index along key transit routes. Urban planners expect the 2041 plan to continue using similar principles while also integrating larger infrastructure projects, mobility corridors and new urban growth zones required for a rapidly expanding metropolitan region.

Authorities believe that preparing a long-term development framework at this stage will help ensure that infrastructure, land use and transport systems evolve in a coordinated way as Ahmedabad continues to grow.
