SoBo’s 78-year-old Ruxmani Hospital to relocate for 80-storey high-rise project

Ruxmani Lying-In Hospital, a 78-year-old maternity facility in South Mumbai, is relocating to Nana Chowk to allow an 80-storey luxury high-rise on its original site. The hospital, handling 900 childbirths annually and serving underprivileged families, will operate from a temporary 7,700 sq ft facility for four years before returning to a larger dedicated building. The Dhuleva Group acquired surrounding plots for over INR 300 crore, planning 50 residences with extensive amenities. The redevelopment follows city regulations for unsafe buildings but raises concerns among heritage experts about demolition of Grade 3 heritage structures.

Ruxmani Lying-In Hospital, a South Mumbai maternity facility established nearly eight decades ago opposite Babulnath Temple, is set to move to Nana Chowk to make way for a luxury high-rise. The hospital, known locally as the maternity home, was founded by Dr Chikubhai Chinubhai Mehta, who named it after his mother. In the 1960s, he set up the Ram Ek Dharma Trust, which, after his death, was managed by his sister Kusumben Karia. In 1980, Karia brought in the Conwest Jain Group of Hospital Trust to help manage the facility.


Dr Jageshwar P Pandey, medical director, stated that the hospital building, over 78 years old, has deteriorated due to weather and age despite being built of stone. He added that the hospital would relocate by April-May. The temporary facility at Nana Chowk will operate for four years, after which the hospital plans to return to a new dedicated building at its original site with a larger carpet area. The current hospital spans around 8,700 sq ft, while the Nana Chowk facility will be slightly smaller at 7,700 sq ft. The upcoming new building is expected to exceed 10,000 sq ft.

Ruxmani Hospital is classified as a Grade 3 heritage structure, which allows demolition for reconstruction if the building is in poor condition and if the new structure does not obstruct the precinct's skyline. Conservation architect Abha Narain Lambah criticized the state for allowing the demolition of Grade 3 heritage buildings, calling it a neglect of government responsibility toward heritage preservation.

The hospital provides around 900 childbirths annually, with nearly 40% serving underprivileged families. It has a range of specialists, including obstetricians, gynaecologists, neonatologists, and paediatric surgeons. Until recently, it also offered ophthalmology surgeries in partnership with the Lions Club and Dr Kulin Kothari of the Bombay City Eye Institute & Research Centre. The eye clinic, operating from a neighboring building since 1991, has been temporarily relocated to K G Mittal Hospital after the plot was acquired by the Dhuleva Group.

The Dhuleva Group has acquired four plots in the area, covering just over 3,000 sq m, below the 4,000 sq m required for cluster redevelopment. The builder purchased all homes and commercial establishments on these plots at an average of INR 40,000 to 50,000 per sq ft, spending over INR 300 crore in total to secure property rights.

The redevelopment will follow Development Control Regulations 33(7), designed for reconstructing dilapidated and unsafe buildings in Mumbai. This rule allows higher floor space index (FSI) and tenant rehabilitation at the same location. Of the nearly 30 original tenants on the four plots, only two will return.

The 80-storey tower will accommodate 50 residences, with the first 12 to 13 floors reserved for parking and three to four floors for amenities. Amenities will include a caf, a sports arena, suites for visiting guests, and a business centre. Each residence may be up to 4,500 sq ft, expected to sell for around INR 1.25 lakh per sq ft.
