State-owned NBCC (India) has entered into agreements with the Delhi Development Authority (DDA) to redevelop staff housing colonies at Old Rajinder Nagar and Safdarjung Development Area in New Delhi at an estimated project cost of INR 775 crore. The redevelopment will be undertaken on a self-sustainable model, under which a portion of the newly created built-up area will be monetised to fund construction, while the remaining area will be handed back to DDA for staff use. The two projects together will deliver a total built-up area of 1.66 lakh sq metres. NBCC will act as project management consultant and implementing agency, overseeing the projects from master planning and approvals to construction, quality audits and commissioning, in compliance with prevailing planning and construction norms.
NBCC (India) has signed two separate memoranda of understanding with the Delhi Development Authority to undertake the comprehensive redevelopment of DDA staff quarters at Old Rajinder Nagar and Safdarjung Development Area in New Delhi. The projects, announced in the past week, are estimated to involve a total investment of INR 775 crore.
According to an official statement issued by NBCC, the redevelopment of both colonies will be implemented under a self-sustainable model. Under this framework, a portion of the newly developed built-up area will be sold through a transparent process, with the proceeds utilised to finance the construction and associated project costs. The remaining built-up area, as determined by DDA, will be handed back to the authority for continued use as staff housing.
The two redevelopment projects together will result in the creation of a built-up area of approximately 1.66 lakh sq metres. At present, the Old Rajinder Nagar colony comprises 117 dwelling units, while the Safdarjung Development Area colony has 152 dwelling units, both of which are currently being used as staff quarters by DDA.
NBCC has been appointed as the project management consultant and implementing agency, with responsibility for executing the developments from concept to commissioning. Its scope of work includes comprehensive master planning of around four hectares at each location, preparation of detailed project reports with cost and revenue models, and obtaining all statutory approvals in accordance with MPD-2021 provisions and CPWD norms.
In addition, NBCC will handle detailed architectural and engineering designs, tendering, engineering procurement construction (EPC) execution, third-party quality audits, and the final completion and commissioning of the projects. The authority said the approach is aimed at optimising the use of valuable urban land while ensuring financial viability without direct budgetary support.
The memoranda of understanding were signed in the presence of N Saravana Kumar, Vice Chairman, DDA, and K P Mahadevaswamy, Chairman and Managing Director, NBCC. Saravana Kumar expressed confidence that NBCC would deliver high-quality redevelopment with modern amenities across the two sites. Mahadevaswamy said the agreements marked a significant step towards sustainable urban redevelopment and more efficient utilisation of land assets in the national capital.
