The Himachal Pradesh Vidhan Sabha has approved a supplementary budget of INR 40,461.95 crore for 2025-26, with significant allocations towards infrastructure, power, disaster management, and public services. Of the total outlay, INR 36,374.61 crore has been earmarked for state schemes and INR 4,087.34 crore for centrally sponsored programmes. Key provisions include funding for road development, water supply, healthcare infrastructure, and urban projects such as shopping complexes and flyovers. Substantial allocations have also been made towards power sector restructuring, disaster relief, and transport subsidies. The budget reflects a focus on infrastructure expansion and addressing liabilities, alongside continued investment in social and development programmes across the state.
The Himachal Pradesh Vidhan Sabha has passed a supplementary budget of INR 40,461.95 crore for the financial year 2025-26, with the proposal approved through a voice vote after being presented by Chief Minister Sukhvinder Singh Sukhu in the Assembly in the past week. The additional expenditure outlines allocations across infrastructure, power, disaster management, and social sector initiatives.
Of the total outlay, INR 36,374.61 crore has been allocated towards state schemes, while INR 4,087.34 crore has been earmarked for centrally sponsored schemes. A significant portion of the state allocation, amounting to INR 26,194.95 crore, has been designated for 'Ways and Means' and overdraft liabilities, indicating a focus on managing fiscal requirements and liquidity.
The power sector has received an allocation of INR 4,150.14 crore, which includes provisions for power generation and the conversion of loans extended to the state electricity board under the UDAY scheme into equity. This measure is aimed at strengthening the financial position of the utility.
Infrastructure and public services have also been allocated funds under various heads. An amount of INR 785.22 crore has been earmarked for water supply and sewerage projects, while INR 453.63 crore has been provided for road maintenance, bridge construction, rural road development, and compensation. Additionally, INR 192.20 crore has been allocated for road construction and procurement of machinery and equipment for the National Disaster Response Force (NDRF) Battalion Headquarters in Behna, Mandi.
The budget includes INR 818.20 crore for natural disaster relief, reflecting the state's vulnerability to climate-related events. Healthcare-related allocations total INR 657.22 crore, covering schemes such as Himcare and Sahara, the introduction of robotic surgery facilities in medical colleges, establishment of advanced testing laboratories, procurement of PET scanners, and construction of healthcare infrastructure, including power supply arrangements for AIIMS Bilaspur.
Under Special Central Assistance, INR 555.89 crore has been earmarked for projects including shopping complexes in vegetable markets, bus stands, flyovers, and underground utility ducts, indicating a focus on urban infrastructure development.
The transport sector has been allocated INR 443.33 crore as subsidies to the Himachal Road Transport Corporation, compensating for fare concessions extended to various passenger categories.
Under centrally sponsored schemes, a major portion of funds will be utilised for ongoing and new development projects supported by central assistance. This includes INR 2,453.97 crore for disaster management, INR 688.40 crore under the Pradhan Mantri Gram Sadak Yojana, and INR 352.18 crore as compensation for individuals displaced by the Renukaji Dam project.
The supplementary budget reflects the state government's approach to balancing fiscal management with continued investment in infrastructure and social sector development, while addressing existing liabilities and supporting ongoing projects.
