With stricter enforcement now underway, the action is expected to impact property owners and tenants while addressing long-standing planning violations in the area.

Authorities in Gurugram have initiated a stricter enforcement drive against unauthorised housing units in Palam Vihar, directing officials to seal illegal constructions and disconnect essential services such as electricity, water supply and sewer connections. The move comes as part of a broader effort to control violations of approved building norms in the locality.


The Department of Town and Country Planning (DTCP) reviewed the situation and observed that earlier enforcement actions were not effective in stopping illegal construction. Officials were instructed to take immediate and more consistent action wherever violations are identified, especially in areas where complaints have been repeatedly raised.

The action follows directions from the Punjab and Haryana High Court, which had asked authorities to examine complaints submitted by residents and issue a clear decision within a set timeframe. After reviewing fresh submissions from residents and the local resident welfare association, multiple violations were identified, particularly in the C2 Block of Palam Vihar.

Residents highlighted that several plot owners had constructed multiple dwelling units on a single plot, in some cases developing up to four units per floor. This goes beyond what is permitted under the Haryana Building Code, 2017. Such developments have increased pressure on local infrastructure, including water supply, sewage systems and parking, and have affected the planned layout of the colony.

A review by officials found that more than 10 properties were involved in violations such as excess floor area ratio (FAR) and unauthorised multi-unit construction. Despite earlier action, including sealing drives and FIRs registered between 2022 and 2024, some of these buildings continued to remain occupied. In certain cases, owners reportedly broke official seals and resumed use of the premises, indicating weak on-ground enforcement in the past.

Authorities also raised concerns about how some of these structures were granted occupation certificates despite violations. This has led to closer scrutiny of approval processes and internal checks, with departments now being asked to verify documents more carefully before issuing clearances.

As part of the latest directions, the district town planner (enforcement) has been instructed to immediately seal all illegal constructions identified in the area. Coordination has also been initiated with civic agencies to disconnect utilities to such properties to prevent further use. At the same time, restrictions have been proposed on the registration of sale deeds for these units.

The sub-registrar-cum-deputy commissioner has been asked to conduct an inquiry into how sale deeds for multiple unauthorised units were registered and to ensure such transactions are not allowed going forward. Authorities have also recommended cancellation of occupation certificates in specific cases where violations are clearly established.

Illegal construction has been a persistent issue in Palam Vihar for several years. Earlier enforcement drives had identified buildings where as many as 16 unauthorised units were created on plots meant for limited residential use. These repeated violations had led to multiple complaints from residents, prompting continued intervention by authorities and legal oversight.

With the latest crackdown, large-scale sealing and service disconnections are expected to be carried out in phases. The action is likely to directly impact both property owners and tenants currently residing in such units. Resident groups have supported the move, stating that stricter enforcement is necessary to maintain planned development and reduce pressure on infrastructure in licensed colonies.
