The Ulhasnagar Municipal Corporation (UMC) recently introduced a short-term relief initiative called Abhay Yojana to help residents clear pending property and water tax dues. The scheme offered a 100% waiver on penalty charges for taxpayers who cleared their outstanding dues during a four-day window ending March 16, 2026. The initiative was approved following a request from local MLA Kumar Ailani seeking relief for residents facing difficulties in settling tax arrears. Civic officials expect the scheme to encourage defaulters to regularize payments and improve municipal revenue collection needed for maintaining local infrastructure and civic services.
The Ulhasnagar Municipal Corporation (UMC) recently introduced a temporary tax relief scheme named Abhay Yojana, allowing property owners to clear their pending property tax and water tax dues with a complete waiver on penalty charges. The scheme was implemented for a short period and remained open until March 16, 2026, giving residents a four-day opportunity to settle their outstanding dues without additional financial burden.
Under the scheme, taxpayers who cleared their entire pending property tax along with the current demand for the financial year 2025-26 became eligible for a 100% waiver on the penalty amount that had accumulated due to delayed payments. The waiver applied only to the penalty component, while the principal tax amount remained payable in full.
The initiative was introduced after BJP MLA Kumar Ailani urged the civic administration to provide relief to residents who had accumulated arrears and were finding it difficult to clear them due to the added penalty charges. Following the request, UMC Commissioner Manisha Awhale approved the implementation of the Abhay Yojana for the limited four-day period.
Civic officials stated that the objective of the scheme was to encourage defaulters to come forward and clear their pending dues. Many property owners often delay payments because penalty amounts increase over time, making the total payable amount significantly higher. By removing the penalty component temporarily, the civic body expected more residents to settle their accounts.
Property tax is one of the primary revenue sources for the Ulhasnagar Municipal Corporation. The funds collected through this tax are used for several civic functions including maintenance of roads, sanitation services, drainage systems, water supply infrastructure, and other local public services. Delays in tax payments can affect the civic body's revenue flow and impact its ability to carry out regular maintenance and development work.
Officials also used the scheme as an opportunity to remind residents about the importance of timely tax payments. They encouraged property owners with pending dues to take advantage of the waiver and regularize their property tax records before penalties begin accumulating again.
UMC has implemented similar amnesty-type schemes in the past as part of its efforts to improve tax recovery. Previous Abhay Yojana initiatives have offered partial or full waivers on penalty charges to encourage voluntary payment of overdue taxes. Such schemes have often helped the civic body recover significant portions of outstanding dues within a short period.
The latest scheme was expected to help the municipal administration recover a portion of long-pending property tax arrears while providing temporary financial relief to residents who were willing to clear their dues.
