The Greater Hyderabad Municipal Corporation (GHMC) has intensified enforcement against littering and illegal waste dumping across Hyderabad, issuing more than 10,000 challans and collecting penalties exceeding INR 2 crore. The fines were imposed between April and December last year as part of a sanitation enforcement drive using the Comprehensive Challan Management System (CCMS) mobile application. Civic officials used the digital platform to record violations and issue penalties for 11 categories of sanitation offences, including roadside littering, improper disposal of construction and demolition waste, and failure by commercial establishments to maintain waste bins. Daily penalties collected during the drive ranged between INR 75,000 and INR 1 lakh. The initiative forms part of a broader cleanliness programme aimed at eliminating garbage-vulnerable points and improving waste management across Hyderabad's municipal limits.

The Greater Hyderabad Municipal Corporation (GHMC) has intensified its enforcement against littering and illegal waste dumping across Hyderabad, issuing more than 10,000 challans and collecting penalties exceeding INR 2 crore during a sanitation drive conducted between April and December last year.


The enforcement campaign was implemented using the Comprehensive Challan Management System (CCMS), a mobile-based platform that enables civic officials to record sanitation violations and issue penalties digitally. Through the system, officials were able to impose fines for 11 different categories of offences, including littering in public places, failure by commercial establishments to provide waste bins, and improper disposal of construction and demolition debris.

According to municipal officials, the penalties imposed during the enforcement drive amounted to approximately INR 2.34 crore. Daily collections from fines ranged between INR 75,000 and INR 1 lakh, reflecting increased monitoring and stricter enforcement against sanitation violations across the city.

The digital enforcement system allows sanitation officers and assistant medical officers of health to track challans issued, monitor pending payments, and generate reports on violations. Individuals penalised under the system receive text messages detailing the violation and instructions on how to pay the imposed fines. The mechanism has been introduced to streamline monitoring and improve compliance with municipal sanitation regulations.

Municipal authorities indicated that surveillance teams have been deployed at locations identified as garbage-vulnerable points across Hyderabad. These teams monitor areas where residents or businesses frequently dump waste, allowing officials to identify repeat offenders and initiate enforcement action. CCTV cameras have also been installed at several locations to support monitoring efforts and assist in identifying individuals responsible for illegal dumping.

The sanitation drive is part of a broader 99-day cleanliness programme undertaken by GHMC to improve waste management and public hygiene across the city. The initiative focuses on maintaining roads, internal streets, parks, lakes and government premises while ensuring regular waste collection and removal of garbage accumulation points.

Municipal officials have also directed field staff to prioritise the elimination of garbage-vulnerable points and ensure that construction and demolition waste is cleared promptly to prevent the formation of new dumping sites. During inspections in different parts of the city, senior officials reviewed the progress of sanitation measures and emphasised the need for stricter monitoring at the ground level.

The enforcement initiative is intended to strengthen compliance with municipal waste management rules while discouraging illegal dumping in public spaces. Civic authorities indicated that sustained monitoring and digital enforcement tools are expected to support improved sanitation standards as Hyderabad continues to expand and urban waste generation increases.
