Indian Potash to revive Badamba cooperative sugar mill in Odisha with INR 360 crore modernisation project

Indian Potash Limited (IPL) has signed a memorandum of understanding with the Government of Odisha to revive the long-shut Badamba Cooperative Sugar Mill in Cuttack district with an investment of about INR 360 crore. The mill, which has remained non-operational for more than 15 years, will be modernised and expanded with a crushing capacity of 3,500 tonnes of cane per day. The project will also include a 16 MW co-generation power plant, a 10-tonne-per-day Bio-CNG facility and cold storage infrastructure. Under the agreement, the Odisha government will provide 112 acres of land on a long-term lease to IPL for the redevelopment. The initiative is expected to revive sugarcane cultivation in the region and directly benefit around 10,000 farmers in Badamba block while generating employment and strengthening the cooperative sector.

Indian Potash Limited (IPL) has signed a memorandum of understanding with the Government of Odisha to modernise and revive the Badamba Cooperative Sugar Mill in Cuttack district with an estimated investment of around INR 360 crore. The facility, which has remained shut for more than 15 years, is expected to be redeveloped and brought back into operation within a year after project implementation begins.


The MoU was signed earlier this month by P. S. Gahlaut, managing director of Indian Potash Limited, and Rajesh Prabhakar Patil, commissioner-cum-secretary of the Department of Cooperation, Government of Odisha. The signing took place in the presence of Union Home and Cooperation Minister Amit Shah, along with Union Education Minister Dharmendra Pradhan, Odisha Deputy Chief Ministers Pravati Parida and Kanak Vardhan Singh Deo, and Member of Parliament Aparajita Sarangi.

Under the agreement, the revived facility will have a sugarcane crushing capacity of 3,500 tonnes of cane per day (TCD). The redevelopment plan also includes the installation of a 16 MW co-generation power plant and a Bio-CNG facility with a capacity of 10 tonnes per day. In addition, a modern cold storage facility will be developed as part of the project infrastructure.

As part of the arrangement, the Government of Odisha will provide approximately 112 acres of land to IPL on a long-term lease for the establishment of the sugar mill and related facilities. The redevelopment is expected to revive sugarcane cultivation in the Badamba block of Cuttack district, benefiting farmers who had previously relied on the mill before it ceased operations.

Officials indicated that the project is expected to directly benefit around 10,000 farmers by creating a stable market for sugarcane cultivation and improving farm incomes. The revival of the mill is also expected to generate employment opportunities in the region and support related rural economic activities.

The project has been taken up after IPL's experience in reviving three sick cooperative sugar mills in Gujarat. For the Badamba project, the company engaged the National Federation of Cooperative Sugar Factories Limited and SBI Capital Markets Limited to undertake a detailed technical and financial feasibility assessment.

Industry observers note that sugarcane is increasingly being viewed as an energy crop because of its role in producing ethanol, power and other bio-fuel derivatives. Integrating co-generation and Bio-CNG production within the revived facility is expected to enhance the economic viability of the project while supporting renewable energy objectives.

According to IPL, the revival strategy will combine technological modernisation with cooperative participation to ensure long-term sustainability of the mill's operations. The reopening of the Badamba facility is expected to support regional agricultural activity, encourage farmers to resume sugarcane cultivation and strengthen the cooperative ecosystem in the state.

Once operational, the revived mill is expected to play a role in boosting rural incomes, generating employment and contributing to broader economic activity in the Badamba region of Odisha.
