Authorities indicated that subsequent steps could include licence cancellation, recovery of dues and other enforcement measures if the promoter does not respond satisfactorily. The Haryana government has launched regulatory proceedings against Golden Glow Estates, the promoter of a group housing project in Sector 68, Badshahpur, Gurugram, after its development licence lapsed without renewal, planning officials said earlier this week. The project, recorded in departmental records under licence No 177 of 2008, lost validity nearly eight years ago when it expired and was not extended, reflecting a significant statutory breach.


According to planning authorities, the developer has also accrued outstanding external development charges (EDC) and related dues totaling over INR 51.8 crore while failing to submit mandatory documentation, including updated service plan estimates and details of works completed on site. Bank guarantees tied to development obligations have reportedly expired without renewal. As a result, the DTCP has issued a show-cause notice to Golden Glow Estates, directing the district town planner (enforcement) to commence action under Section 10 of the Haryana Development and Regulation of Urban Areas Act, 1975 and submit an action report within ten days.

Officials said further measures, if the developer does not respond satisfactorily, could include formal cancellation of the project licence, recovery of outstanding government dues and other enforcement actions as permitted under the regulatory framework. Notices under Rule 18 of the relevant rules were previously issued, warning that the licence could be revoked and further action taken due to non-compliance.

The group housing project encompasses land within the Gurgaon-Manesar Urban Complex and has been linked in industry and insolvency filings to broader residential development activity in the area. Parts of the associated residential development have reportedly experienced delays and insolvency proceedings in recent years, underscoring ongoing challenges in enforcing statutory compliance and ensuring timely project execution.

The enforcement action against Golden Glow Estates is part of a broader regulatory push in Haryana to address stalled and non-compliant real estate developments. The DTCP's scrutiny has increased in recent months, with authorities monitoring lapsed licences, unpaid development charges and other statutory violations across several housing and commercial projects in the state.

Investors and buyers in the affected project are closely watching developments, given the potential implications for project completion, statutory clearances and property transactions linked to the lapsed licence.
