Haryana moves to standardise safety norms at state aerodromes through new SOPs

Synopsis

The Haryana government has initiated steps to strengthen aviation safety at state-owned aerodromes by constituting a high-level technical committee to frame standard operating procedures aligned with DGCA norms. The move aims to formalise ongoing maintenance, inspection, and safety practices and assess the need for additional technical manpower. During a recent review chaired by the chief secretary, departments were directed to ensure coordinated and time-bound upkeep of aerodrome infrastructure. The decision comes amid increased focus on operational readiness and regulatory compliance at facilities such as Bhiwani, Narnaul, Pinjore and Karnal.

The Haryana Civil Aviation Department has set up a high-level technical committee to prepare standard operating procedures for state aerodromes, with the objective of improving safety standards and ensuring compliance with Directorate General of Civil Aviation guidelines. The committee will be chaired by the department's accountable manager and will include senior technical and planning officials with experience in aviation operations.


Apart from drafting SOPs for safe and secure flight operations, the panel has been asked to examine whether the department requires additional technical personnel to meet regulatory and operational requirements. The focus is on putting in place a structured framework that captures existing practices and strengthens oversight across aerodrome operations.

The decision was discussed during a virtual review chaired by Chief Secretary Anurag Rastogi, where the status of runways and aerodrome facilities across the state was assessed. It was highlighted that maintenance activities such as periodic runway inspections, recarpeting, and surface upkeep are already being carried out and need to be formalised through clearly defined procedures.

Directions were issued to the Public Works Department (B&R), the horticulture wing and district administrations to ensure systematic and time-bound maintenance of aerodromes. Coordination among departments was emphasised to ensure that safety requirements prescribed by the DGCA are met consistently.

State aerodromes at Bhiwani, Narnaul, Pinjore and Karnal are among those where infrastructure improvements are being actively examined. Concerned agencies have been asked to prepare cost estimates for runway-related works and associated infrastructure, including runway widening, shoulder strengthening, markings, boundary walls, guard rooms, perimeter roads and other mandatory safety installations.

The horticulture department has been instructed to ensure regular clearing of vegetation and maintenance of obstacle-free zones in coordination with aerodrome officers. Deputy commissioners of the concerned districts have been tasked with overseeing inter-departmental coordination to avoid delays in implementation.

Haryana has been gradually upgrading its aviation infrastructure to support regional connectivity and training operations, and the move to institutionalise SOPs is intended to bring greater consistency and accountability in aerodrome management.
