Builders and realtors in Telangana have approached the state government seeking permission for farmhouse plotting in conservation and bio conservation zones around Hyderabad. They proposed minimum plot sizes, building coverage limits, and height restrictions to ensure planned development, curb unregulated layouts, and generate state revenue. Under current rules, land in GO 111 areas like Moinabad, Shankarpally, Mokila, and Gandipet remains agricultural, and construction requires a land-use change. Officials said these suggestions could be reviewed under unified building rules, even as concerns persist about protecting environmentally sensitive zones.
Realtors and builders in Telangana are urging the state government to allow regulated farmhouse plotting in conservation and bio conservation zones on Hyderabad's outskirts. Representatives from major associations such as NAREDCO, CREDAI, and TDA recently met officials from the Municipal Administration Department to present detailed proposals. Their plan outlines clear size, construction, and road-access norms to bring order to areas where grey development has emerged and to create a structured approach for revenue collection.
The associations recommended that farmhouse plots should have a minimum size of 10 guntas (approximately 1,200 square yards) and a maximum building coverage of 25%, with structures limited to ground plus one floor and six metres in height. Permissions would be granted only for plots on roads at least 30 feet wide. According to the associations, such rules would prevent unplanned layouts while enabling the government to collect development and building fees, creating a regulated framework for future construction.
Currently, most land in conservation and bio conservation zones, particularly under GO 111 areas such as Moinabad, Mokila, Shankarpally, Gandipet, and surrounding regions, remains classified as agricultural. Legally, construction is prohibited, and any residential structure requires a formal land-use change. Despite this, several developers have carved out 10-20 gunta plots, sold them as farmhouse or weekend home sites, and maintained them with plantations, often charging monthly maintenance fees. These grey-area practices have contributed to uncontrolled growth in sensitive ecological regions.
The builders highlighted that formalizing regulations would bring transparency and generate a stable revenue stream for the state while providing clarity to buyers. Government officials stated that the proposals would be examined in detail, weighing both benefits and drawbacks, and could be incorporated into the ongoing process of finalizing unified building rules, which aims to streamline construction and approval processes across Telangana.
Not all stakeholders in real estate support the relaxation of rules. Some leaders warned that easing restrictions in GO 111 zones could undermine the purpose of bio conservation areas. They noted that illegal farmhouses and structures have already emerged, emphasizing the need to balance development with environmental safeguards.
In a related discussion, the government agreed to another longstanding demand from developers: allowing clubhouses in plotted layouts. Associations proposed that clubhouses be optional and that partial occupancy certificates (OCs) be issued for completed phases, with final OCs contingent on clubhouse completion. Officials accepted this recommendation.
Authorities also agreed to simplify approvals by integrating no-objection certificates (NOCs) from departments including fire and mining and to rationalize fees such as impact, growth corridor, development, environmental, and seigniorage charges under the new building rules. This would reduce procedural delays and provide clarity on costs for developers.
