The Delhi government has initiated the process of drafting legislation to create a unified transport authority to streamline the capital's fragmented urban mobility framework. The proposed body is intended to integrate planning and coordination across metro, bus, rail and other transport systems under a single institutional framework. The move aims to improve public transport integration, reduce congestion, and address emissions linked to transport. A dedicated urban transport fund is also under consideration to support long-term infrastructure investments. Multiple government departments and agencies are expected to be involved in drafting the bill, with a task force constituted to prepare the legislation. The initiative reflects a broader policy push to enhance mobility governance and ensure coordinated planning across agencies currently operating independently.
The Delhi government has begun drafting a bill to establish a unified transport authority, aimed at integrating the city's metro, bus and rail planning under a single governance framework. The proposed authority is intended to address long-standing coordination challenges among multiple transport agencies operating independently in the national capital.
The move seeks to bring transport planning, regulation and investment decisions under a consolidated institutional structure, enabling more efficient multimodal integration and improved urban mobility outcomes. Officials indicated that the authority would oversee coordination among key agencies responsible for transport infrastructure and services, including metro rail, road transport and railway entities.
A high-level task force has been constituted to prepare the draft legislation, with senior officials from transport, urban development, finance, planning, public works and police departments involved in the process. Representatives from key transport bodies and urban development agencies are also expected to contribute to the framework design.
The proposed authority is expected to prepare a comprehensive mobility plan, rationalise fares across transport modes and facilitate the introduction of integrated ticketing systems. The government is also considering the establishment of a dedicated urban transport fund to support long-term mobility projects and infrastructure investments.
Officials highlighted that Delhi's transport ecosystem currently operates in silos, leading to overlapping routes, inefficiencies in planning and gaps in last-mile connectivity. The unified framework is intended to reduce these inefficiencies and ensure coordinated decision-making across departments and agencies.
The initiative is aligned with broader national urban transport policy objectives, including improving public transport usage, enhancing mobility planning, and reducing vehicular emissions. The government has indicated that strengthening public transport and promoting sustainable urban mobility remain key priorities for the city's infrastructure strategy.
The bill is expected to be finalised following consultations with stakeholders and agencies involved in Delhi's transport network, after which it would be introduced through the legislative process.
