The Greater Visakhapatnam Municipal Corporation has launched a comprehensive planning exercise to prepare zone-wise development plans (ZDPs) for its expanded urban area, following a recent administrative reorganisation that broadened its municipal limits.


City officials said the reorganisation has prompted the need for a more granular planning framework to address diverse development patterns, service needs and infrastructure deficiencies across different parts of the expanded GVMC jurisdiction. Under the new methodology, the city will be subdivided into multiple planning zones, with dedicated ZDPs guiding land-use regulation, infrastructure provisioning and growth management strategies for each zone.

GVMC urban planning authorities have initiated groundwork for the ZDP preparation, which will include detailed field surveys, collection of spatial and demographic data, and consultations with citizens, neighbourhood groups and stakeholder organisations. The process is intended to inform evidence-based draft plans that reflect local development potentials, constraints and planning objectives.

Officials said that by dividing the city into specific zones, planners can better address varied urban dynamics ranging from high-density urban cores to emerging peri-urban sectors ensuring that infrastructure priorities, transportation linkages, housing needs and environmental considerations are aligned with each area's context.

According to planners, this expansion presents opportunities for integrated development but also necessitates careful calibration of planning tools to manage urbanisation pressures.

The corporation has not yet disclosed a timeline for finalising the draft ZDPs, but officials indicated that stakeholder outreach and technical studies are underway. Draft plans are typically subjected to public review and statutory approvals before formal adoption, allowing residents and businesses to provide feedback on proposed zoning and development policies.

GVMC's initiative comes at a time of rapid urban expansion in Visakhapatnam, driven by industrial growth, infrastructure investments and population inflows. City authorities said the zone-wise development planning exercise will help streamline future growth trajectories while preserving environmental assets and enhancing liveability across the metropolis.
